Job Summary
The Personnel Analyst provides professional and administrative support for the Department's human resources operations. The position is responsible for coordinating a variety of human resources functions, including leave administration, recruitment and onboarding, personnel transactions, records management, employment verifications, benefits coordination, and compliance with applicable employment laws and County policies.
Working collaboratively with Department leadership, employees, the Office of the Chief Judge Human Resources Division, and external partners, the Personnel Analyst serves as a resource to employees while ensuring timely, accurate, and confidential administration of human resources processes. The position plays a key role in supporting recruitment, employee onboarding, workforce administration, and the Department's commitment to providing responsive and high-quality human resources services.
Essential Duties & Responsibilities
Human Resources Administration

1. Coordinate the administration of Family and Medical Leave Act (FMLA), Americans with Disabilities Act (ADA), Pregnant Workers Fairness Act (PWFA), and other leave and accommodation processes.
2. Monitor deadlines, maintain required documentation, and ensure timely communication with employees, supervisors, healthcare providers, and County Human Resources.
3. Coordinate employment verifications and respond to routine personnel inquiries.
4. Maintain confidential personnel files, records, and HR databases in accordance with applicable laws and County policies.

1. Coordinate recruitment activities including posting vacancies, reviewing applications, scheduling interviews, coordinating candidate communications, and preparing hiring documentation.
2. Assist with new employee onboarding, orientation, and completion of required employment documentation.
3. Coordinate pre-employment requirements including background checks, credentialing, and other hiring processes.

1. Prepare and process personnel actions, employment transactions, and other HR-related documentation.
2. Track probationary periods, performance evaluation schedules, required certifications, and mandatory training requirements.
3. Assist with employee recognition, wellness initiatives, and other workforce engagement activities.

1. Serve as a resource to employees and supervisors regarding routine human resources policies, procedures, and processes.
2. Ensure compliance with applicable federal, state, County, and departmental employment policies.
3. Assist in preparing reports, maintaining HR metrics, and supporting workforce planning activities.
4. Maintain confidentiality and exercise discretion when handling sensitive personnel information.

1. Assist the Director of Human Resources with special projects and departmental initiatives.
2. Perform other related duties as assigned.

1. Knowledge of human resources principles, employment laws, leave administration, recruitment, onboarding, and personnel administration.
2. Knowledge of FMLA, ADA, PWFA, and other applicable employment regulations.
3. Skill in organizing and managing multiple priorities while maintaining accuracy and confidentiality.
4. Skill in providing excellent customer service and building collaborative working relationships.
5. Proficiency in Microsoft Office and human resources information systems (HRIS).
6. Ability to interpret policies and procedures and communicate them effectively to employees and supervisors.
7. Ability to maintain confidentiality and exercise sound judgment when handling sensitive personnel matters.
8. Excellent written, verbal, organizational, and interpersonal communication skills.

1. Bachelor's degree from an accredited college or university.
2. Two (2) years of professional experience in human resources, personnel administration, employee services, recruitment, benefits or leave administration, or other related work.
3. An equivalent combination of relevant education, training, and professional experience may be considered.
4. Primary residence in the State of Illinois within 90 days of the date of hire.
5. Pass a pre-employment medical exam, drug screen, and background check (LEADs and CANTS).
6. A negative result from the Illinois Department of Children and Family Services child abuse registry.

1. Bachelor’s degree in human resources, Business Administration, Public Administration, or a related field preferred.
2. Experience administering or coordinating FMLA, ADA accommodations, leave management, recruitment, onboarding, employee records, or other human resources functions.
3. Experience working in a public-sector, unionized, governmental, or other complex organizational environment.
4. Professional certification or specialized training in human resources, such as SHRM-CP, PHR, or comparable certification.

1. Work is performed in office setting with regular use of computers, telephones, and other standard office equipment.
2. Work requires frequent interaction with employees, supervisors, managers, applicants, and external stakeholders and may involve sensitive, confidential, or emotionally challenging personnel matters.
3. Requires the ability to manage multiple priorities, meet deadlines, and respond to changing or time-sensitive human resources needs.
4. May require attendance at meetings, interviews, orientations, trainings, or other activities at various Department or County locations.
5. May occasionally require work outside of regular business hours to address operational needs, hiring activities, employee matters, or other time-sensitive issues.
6. Requires the handling and safeguarding of confidential personnel, medical, employment, and other sensitive information.
