Job Overview Supervisor I – Employee Relations Officer Location: San Quentin Rehabilitation Center, Marin County, California. San Quentin Rehabilitation Center (SQRC) is a correctional institution located in Marin County, California, where the incumbent will provide employee relations support. Responsibilities Consult with management and supervisors on employee work performance and discipline issues, including preparation of formal adverse action packages and rejections on probation. Participate in the settlement agreement process: negotiate, write, and obtain approvals for stipulated agreements; represent the department at State Personnel Board appeal hearings, preparing written oral arguments, briefs, interview witnesses, and assemble evidence. Review and advise management on requests for Administrative Time Off, obtain approvals, prepare required memos/notices, and act as liaison to headquarters. Research, analyze, and advise management on institutional policy, interpreting and applying relevant Government Code, California Code of Regulation, and Department Operations Manual. Respond to information requests from the Attorney General and other agencies; prepare or assist with written legal documents such as Writ of Mandate hearings and legal advocate briefs.
