Site Security Manager, USARC DEERS/RAPIDS Summary: Yorktown Systems Group is seeking a highly qualified Site Security Manager to provide administrative support services to the U.S. Army Reserve Command (USARC) G‑1. The role supports processing identification issuance requests and issuing identification badges for building and system access to eligible recipients in support of the USARC Identification Card Office (ICO). Responsibilities Perform complex tasks and respond to routine questions regarding policy and procedures, provide guidance to VO/ID Card Operators, and generate reports on time or attendance of personnel. Support RAPIDS functions including ordering and managing CAC cardstock and consumables, ensuring policy compliance, maintaining site administration and security information, and documenting training. Install and validate new “plug‑and‑play” hardware components (mouse, fingerprint scanner, smart‑card reader) and perform identity verification for individuals whose fingerprints cannot be captured. Override document accesses when warranted, use the automated card management system, and manage “ID Card Office Online” oversight. Review audit trail reports, evaluate them for fraud, waste, or abuse, and retain reports for the required periods. Provide administrative support and staff the USID Card Office during operating hours. Account for, control, verify, and issue USIDs and CACs for active duty military, reserve and National Guard members, retirees, family members/dependents, and other eligible recipients. Process and support Government issuance of identification badges for building and system access, ensuring compliance with DoD policy directives. Operate the USARC’s USID Card Issuance Systems to conduct background checks and verify recipient eligibility with 100% accuracy. Ensure all contractor personnel staffing RAPIDS workstations are certified as “VOs” and perform all VO tasks, including protecting privacy of data on the RAPIDS terminal, verifying identities, scanning documents, entering sponsor and family member information, issuing ID cards, and updating DEERS as necessary. Maintain accurate and timely DEERS/RAPIDS input and updates, preserving all required records. Operate DEERS RAPIDS equipment to support CAC statistics, hiring actions, and the entry of additional CAC information and correspondence. Qualifications High school diploma (or equivalent) with at least one year of experience in a customer‑service environment, preferably in an HR‑related or DEERS/ID card setting. Proficiency in oral and written communication; working knowledge of Microsoft Word, Outlook, and basic office equipment (computers, copiers, fax machines, scanners). Successful completion of RAPIDS certification in accordance with the Performance Work Statement. Clearance & Travel Active SECRET security clearance is required for positions located at USARC G‑1 (Fort Bragg, NC). Other positions must pass a National Agency Check with Inquiries (NACI) Tier 1 investigation and background check. Some travel may be required.
