Engineering Technician I

Objective Under general direction of the Assistant City Engineer, the Engineering Technician I is responsible for providing skilled technical support in the performance of civil engineer technician work related to City public works and private development projects. Position requires skilled technical work in relation to construction layout, inspection and preparation of plans, quantities and maps using AutoCAD Civil 3D or ESRI GIS to support municipal engineering projects or studies. Relationships Reports to : Assistant City Engineer Has regular work contact with appointed City officials, Department, Division, and Office Heads, City employees, developers, utility company representatives, suppliers, contractors, vendors, outside governmental agencies and the general public. Supervises : Has no supervisory duties other than contractor oversight. Responsibilities Performs drafting and design work on AutoCAD Civil 3D software, ESRI GIS, and other related computer design equipment. Prepares and updates plans, diagrams, maps, and as-built drawings for street, water, and sewer improvements using AutoCAD software and ESRI GIS. Inspects construction work for compliance with specifications and applicable regulatory requirements; provides layout for complicated public works construction projects. Operates manual and electronic specialized survey equipment in a variety of field survey work, such as completing topographic surveys, establishing alignments, and setting points for construction staking of streets, roadways, curb & gutters, sewer and water mains, and culverts. Performs high-level mathematical calculations involving slopes and trigonometry. Obtains field traffic data, including setting out field data collection equipment and performing traffic counts. Records and maintains field books and project documentation, which may include field notes, standard level, cross-section, sketches or drawings, and computations. Files and retrieves engineering plans, maps, exhibits, and various documents. Assists in the preparation of reports, specifications, cost estimates, bid summaries, payments, work orders, and project-related exhibits. Research records for information related to parcels and property owners. Inputs as-built record information, including locations and various attributes of completed construction projects in ESRI GIS, and prepares and files as-built record drawings using Civil 3D. Completes condition assessments of existing City infrastructure and analyzes the collected data to determine appropriate maintenance or rehabilitation methods. Provides information to other departments and the public; investigates complaints of construction defects and takes appropriate follow-up actions. Measures and computes quantities of work completed and prepares pay estimates. Accurately communicates City policies, programs, and procedures with clarity and empathy to a diverse public. Follows all safety regulations, policies, and procedures; reports all unsafe conditions and acts to supervisor; reports all accidents to the supervisor immediately whenever possible; follows recognized safe work practices. Performs other special projects and other job duties as assigned or required during regular and non-business hours. All employees may be assigned by the City Manager or their designee to perform duties and assume responsibilities that are outside the scope of their work duties when the City Manager has declared a City disaster or the City Emergency Operations Center has been initiated. Qualifications Graduation from an accredited college or university with an associate’s degree in civil engineering technology, land surveying, construction technology, construction management, geography/GIS, or related field is required. A minimum of one year of experience in field work and practical office, or two years as an engineering intern with field experience, is required. A valid, state‑issued driver’s license at time of hire is required. A combination of equivalent experience and/or education as determined by the Human Resources Office may be considered in lieu of minimum requirements. Competencies Knowledge Working knowledge of AutoCAD Civil3D and ESRI GIS software. Working knowledge of Microsoft Office software (i.e., Word, Excel, Outlook). Working knowledge of the principles, practices, procedures, and methods of engineering technology, civil engineering projects, concepts, and terminology. Working knowledge of construction materials and methods involved in the construction and/or maintenance of municipal street and utility infrastructure. Working knowledge of drafting and mapping principles, methods, and techniques. General knowledge of surveying equipment and construction staking methods. General knowledge of mathematics including algebra, geometry, and trigonometry. Thorough knowledge of the occupational hazards of the work and necessary safety precautions. Skills Organizational and time management skills to prioritize duties and accomplish a high volume of work product while adapting to constant changes in priority. Exceptional communication skills, both verbally and in writing, paired with a strong customer service background, and effective interpersonal skills. Collaboration skills to effectively work with others to achieve common goals through communication, teamwork, and problem‑solving. Strong research and analytical skills, including the ability to analyze quantitative and qualitative data, evaluate and articulate recommendations with a strong focus on the best outcome for the community. Critical thinking skills to effectively analyze situations and solve complex or technical problems in a timely manner. Accurate record‑keeping and data‑reporting skills to prepare and present technical reports. Intermediate level technical proficiency skills, including computer applications and software such as Microsoft Office and Adobe Acrobat. Abilities Ability to compose routine correspondence and routine reports in a clear, concise, logical, and effective manner, utilizing proper grammar, spelling, punctuation, sentence structure, and tone. Ability to perform basic mathematical calculations, including the ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals, and to compute percentages. Ability to apply advanced mathematical concepts including algebra, geometry, and trigonometry to make accurate measurements and to formulate and complete accurate calculations. Ability to read, interpret, and prepare engineering project plans, specifications, details, and exhibits. Ability to prepare and maintain accurate records and reports. Ability to use Autodesk Civil 3D for construction staking layout, base mapping, plan preparation, exhibits, and quantity take‑offs. Ability to use ESRI GIS software and applications to enter and update as‑built data for street and utility assets. Ability to maintain a positive attitude and professional demeanor when dealing with the public, co‑workers, and contractors. Ability to address customer questions or concerns in a helpful, courteous, and timely manner. Ability to work independently managing time with minimal supervision, meeting deadlines, and coordinating with contractors, consultants, and staff to achieve project goals. Ability to work under pressure in a fast‑paced environment with fluid priorities, and with accuracy and attention to detail. Ability to work effectively as part of a team, collaborating with colleagues and supporting coordinated project efforts. Ability to maintain confidential information and possess a high level of integrity and professional work ethic. Ability to comply with all safety policies, practices, and procedures, and report all unsafe activities or conditions to supervisor. Ability to maintain a valid, state‑issued driver’s license. Equipment, Instruments, and Machines Machinery and equipment, including Total Station, GPS, Data Collector, Automatic Level, Digital Level, testing equipment, measuring tape, measuring wheel, engineering scale, standard civil engineering surveying and drafting equipment and instruments, personal computer, tablet, printer, telephone, camera, copier, scanner, plotter, 10‑key calculator, AutoCAD and GIS software, and other standardized or specialized office equipment, nuclear density gauge, and safety equipment. Working Conditions and Physical Factors While performing the duties of this job, the employee regularly works in an outdoor environment and will be exposed to adverse weather conditions, including extreme heat and extreme cold, high winds, and wet/humid conditions. The employee regularly walks over uneven terrain, such as construction sites, in close proximity to heavy construction equipment and trucks. The employee may work near moving mechanical parts in precarious places; and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, dust, and vibration. On occasion, the employee is exposed to situations which could involve an element of personal risk, requiring compliance with necessary safety procedures. The noise level in the work environment is generally quiet to moderately noisy; however, exposure to loud noises while out in the field may occur. The employee will also regularly work in an office environment. This position frequently walks, stands, stoops, kneels, crouches, crawls, and exerts up to 75 pounds of force by lifting, carrying, pushing or pulling objects. The employee is frequently required to see/observe, talk/speak, and listen/hear; use their hands to finger, handle, feel, or operate objects and equipment; repetitive arm, wrist, hand and eye movements are included. There is frequent twisting, reaching, wrist turning, and grasping. The employee may be required to climb or balance. Use of personal protective equipment is required. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Hand‑eye coordination is necessary to operate computers and various pieces of equipment. Employee is required to use cognitive ability to reason, analyze, and verbalize thoughts and ideas. Requires the ability to recognize and identify similarities or differences between characteristics of colors, shapes, and sounds associated with job‑related objects, materials or tasks. A regular, Monday – Friday, a minimum 40‑hour work schedule is required for this position; however, at times, this position is expected to work additional hours to ensure projects and critical work assignments are completed. For purposes of drug and alcohol testing, this position is not classified as safety sensitive.
