Provide services and support as a Program Manager [Business Analytics Support: HR Technology Ecosystem, And Enterprise-Wide Decision-Making Capabilities Enhancement] in the Government And Public Services Industry Sector focusing on HC | Human Capital Solutions for clients such as National Science Foundation (NSF | OCHCO / OCIO) | Office of the Chief Human Capital Officer (OCHCO) / Office of the Chief Information Officer (OCIO) Generally Located In Alexandria, VA (Hybrid) and across the Mid Atlantic Region (Of Country/World) Working Hybrid On/Off Client Site.

Deliver innovative solutions that improve operational efficiency through digital transformation and process automation; enhance data-driven decision-making using role-based advanced analytics and business intelligence; support regulatory compliance and adherence to federal human capital management policies; facilitate seamless integration of IT systems and workforce planning tools; optimize service delivery through performance-based outcomes and SLAs.

Human Capital Analytics (Human Capital Research & Programmatic Evaluation): Support and enhance human capital analytics capabilities using agency-standard analytics platforms (e.g., Oracle Analytics Server (OAS) with Tableau supplementation) and continual enhancement of analytics tools for executive leaders, directorate leadership, and program analysts to use in support of assessing and planning activities. Conducting workforce research, program evaluations, and compliance assessments aligned with OPM HRStat and the GPRA Modernization Act. The ProSidian Engagement Team shall:

Program Manager Candidates work to facilitate Human Capital Analytics (Human Capital Research & Programmatic Evaluation) delivering Workforce Planning & Strategic Human Capital Analytics - Human Capital Research & Programmatic Evaluation through Lead the mission | orchestrate analytics delivery | keep workforce insight, compliance, and stakeholder alignment on track.. Further, they Lead end-to-end delivery of human capital analytics, workforce research, program evaluation, and reporting efforts supporting NSF OCHCO/OCIO. Manage schedule, staffing, risks, issues, governance cadence, and stakeholder communications; ensure dashboards, analytic products, and evaluation deliverables align to HRStat, GPRA, and service level expectations.

Qualifications

Education / Experience Requirements / Qualifications

Bachelor's degree in business, public administration, information systems, analytics, or related field required; Master's degree preferred. PMP or comparable program management credential preferred. 10+ years of federal program or project management experience, including analytics, workforce planning, human capital, or enterprise reporting initiatives. Demonstrated experience managing multidisciplinary teams and coordinating executive stakeholders in regulated federal environments.
