Work Location - Based in Hamlet, Richmond County, NC; Serves Anson County, Richmond County and Union County

Program- Head Start/Early Head Start/ NC PreK

Reports to: Child Development Manager

FLSA- Exempt

SUMMARY


Responsible for maintaining a quality-learning environment for preschool classrooms in which each child achieves his/her highest level of social competence and intellectual growth needed for primary school, or other appropriate child development programs. Supervises all staff assigned to the Head Start classrooms, and outlying centers. Responsible for directing the program in accordance with Head Start program goals, Head Start Performance Standards and Personnel Policies and Procedures of UCCA, Inc. Responsible for ensuring effective on-site training of assigned staff and volunteers participating in the center's program by performing the following duties:

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Primary
  1. Provides teachers with support in completing their education in accordance with agency goals/standards and personal performance objectives.
  2. Assures classrooms meet HS Performance standards, NC Day Care Regulations, and other guidelines.
  3. Assures accurate completion of time and attendance sheets for Head Start staff.
  4. Observes in classrooms on a regular basis.
  5. Provides guidance and constructive feedback to teaching staff for program improvement.
  6. Routinely inspects center facilities and outdoor environment for health, safety, fire and occupancy violations and takes corrective action, if needed.
  7. Enters data on computer: attendance, education data (home visits, family contacts), etc.
  8. Assures education monthly reports are submitted in a timely manner.
  9. Ensures teaching staff record accurate daily breakfast, lunch, and snack (BLS) counts at the Point of Service. Receives and reviews CACFP Point of Service BLS forms weekly.
  10. Reviews all Breakfast, Lunch, Snack (BLS) forms at the end of the month and compares the counts on the BLS forms in comparison to daily classroom enrollment and attendance. Submits the reconciled monthly BLS forms to the Accountant on the 1st business day after month-end.
  11. Conducts periodic Point of Service observations and food reviews for each classroom in accordance with CACFP policies and procedures. Completes the associated CACFP monitoring report for each review and submits a copy of that report to the Health and Nutrition Specialist.
  12. Works cooperatively with Case Managers and Content Area Specialists to ensure coordinated delivery of services to children and families.
  13. Encourages parents to serve as volunteers and provides orientation/training, as needed.
  14. Works cooperatively with other agencies and school system to ensure coordinated delivery of services.
  15. Evaluates Head Start staff annually and assists teachers in evaluating assistant teachers, evaluates newly hired staff in accordance with personnel policies and procedures.
  16. Coordinates and conducts monthly meetings for Head Start teaching staff.

Secondary
  1. Develops and monitors center schedules (playground, mealtime, etc.).
  2. Attends monthly Site Manager staff meetings, as well as PIR/Case Manager monthly meetings.
  3. Attends pre-service, in-service training and regular staff meetings.
  4. Substitutes in the classroom, if needed.

PERFORMANCE STANDARDS

EDUCATION AND EARLY CHILDHOOD DEVELOPMENT
Ensures that the education environment is developmentally and linguistically appropriate, recognizing that children have individual rates of development as well as individual interests, temperaments, cultural backgrounds, and learning styles.

Ensures that the education environment supports the development of all children's social and emotional development, cognitive, language skills, and physical skills.

Provides a program of services for infants and toddlers, which encourages the development of a secure relationship between children and their teacher and supports their social and emotional development and physical development.

Implements a curriculum that recognizes the need for individualized activities, integrates the educational aspects of all program areas, helps to develop children's facility in social relationships, enhances each child's understanding of self, and provides for the development of cognitive skills.

Involves parents in the development of the program's curriculum and approach to child development and education participates in staff-parent conferences and home visits. Encourages parents to observe and participate in their children's experiences in the Head Start Program.

SUPERVISORY RESPONSIBILITIES
Supervises eleven (11) to twenty (20) Center-Based Head Start and/or Early Head Start Classrooms and all associated primary education and education support staff.

Manages one or more subordinate supervisor who supervises a site-determined number of employees in the Head Start Center. Responsible for the overall direction, coordination, and evaluation of this unit. Also directly supervises a varying number of non-supervisory employees. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problem

QUALIFICATIONS

EDUCATION and/or EXPERIENCE
Bachelor's degree (B.S./B.A.) Early Child Development in Early Childhood Education; or equivalent from a four-year college or university and one to three years' supervisory experience.

LANGUAGE SKILLS
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.

MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

REASONING ABILITY
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

OTHER QUALIFICATIONS
Employee must pass a pre-employment physical, drug screening and TB test, and must submit to random drug screenings.

OTHER SKILLS AND ABILITIES
The incumbent must demonstrate a working knowledge of Head Start performance standards and NC Day Care regulations. Must be able to operate a desktop computer, related software, printer, copier, calculator, fax, and phone.

CERTIFICATES, LICENSES, REGISTRATIONS
Incumbent must obtain Early Childhood Administration certificates I & II and Credential Early Childhood Administration Certificate (EDU 119). Incumbent must possess/maintain or obtain/maintain within 90 days of employment a CDL, and valid state issued drivers' license, and have/maintain up-to-date vehicle insurance coverage. Must have current certification for CPR and First Aid.
