Community Disaster Program Manager

Job Overview As a Community Disaster Program Manager, you will supervise the implementation of the disaster services program in an assigned geographic area, lead and supervise Disaster program staff and volunteer teams responsible for local preparedness, response, and recovery management, and manage government partnerships within the assigned area. You will work with volunteers to ensure that the communities you serve are ready to respond to disasters. Regional disaster employees are required to deploy to disaster relief operations outside of their region at least once a year. Employees must meet all training and physical capacity requirements for deployment. Key Responsibilities Manage and support an employee and volunteer team responsible for volunteer‑led disaster services programming throughout the assigned area. Supervise employee(s) and implement disaster cycle services activities within the assigned geographic area or specific functional activities within the region. Develop and support disaster volunteers who are the primary workforce and representative of the communities they serve, both culturally and linguistically. Lead and coordinate efforts in the assigned geographic area to prepare and mobilize communities and engage partners with specific functional expertise to prepare for, respond to, and recover from disasters and emergencies. Build relationships and collaborate in a matrix management environment with internal partners, including employees and volunteers. Act as the local Red Cross disaster subject‑matter expert within the assigned area to maximize Red Cross presence and community engagement and mobilization. Initiate and coordinate disaster relief operations in the assigned geographical area or functional activities in alignment with the Disaster Cycle Services Concept of Operations. Minimum Qualifications Education: Bachelor’s degree required, or equivalent combination of education and related experience. Experience: Minimum 3 years of related experience. Management Experience: Minimum 1 year of lead or supervisory experience. Travel: A current valid driver’s license and good driving record is required. Required Skills and Abilities Excellent interpersonal, verbal, and written communication skills. Demonstrated analytical and decision‑making skills to interpret program trends, formulate recommendations, and develop creative processes for continuous program or service improvements. Proven record of collaboration with diverse groups and individuals representing all demographics of the community, managing multiple priorities, facilitation, problem solving, marketing, leadership, and partnership management. Intermediate proficiency with Microsoft Office software, including Word, Excel, PowerPoint, and Outlook. Ability to work outside of regular duty hours, including nights and weekends. Residency Requirements Chapter‑based positions: Geographic Community Disaster employees are expected to work daily in their assigned geographic area to engage and mobilize communities and support volunteers. Regional positions: Regional leadership and functional employees are expected to work daily within their region’s geographic area to provide leadership and functional support, engage and mobilize communities, and support volunteers. Physical Requirements Employee is regularly required to sit; use hands to handle or feel; and talk or hear. Employee is frequently required to reach with hands and arms. Employee is occasionally required to stand; walk and stoop, kneel, crouch, or crawl. Employee must frequently lift and/or move up to 15 pounds and occasionally lift and/or move up to 30 pounds. Specific vision abilities include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. Work environment will consist of moderate noise. Employee must have ability to work in a small cubicle and sit at a computer terminal for an extended period of time. Preferred Qualifications Relationship Building & Communication Skills: Demonstrated ability to build strong, trust‑based relationships and communicate effectively with diverse internal and external stakeholders. Volunteer Coordination & Engagement Experience: Proven experience coordinating, engaging, and supporting volunteers. Community Outreach & Partnership Development: Experience in community outreach and partnership development. People Management: Experience leading, supporting, and developing individuals or teams.
