Contract Specialist

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Contract Specialist based in United States.

This role provides federal acquisition and contracting support for government programs, helping ensure procurement activities are well-planned, compliant, and effectively executed.
You will contribute across the acquisition lifecycle, from requirements development and market research through solicitation, negotiation, award, and contract administration.
The position requires strong knowledge of federal procurement practices, FAR requirements, and contracting documentation.
You will work closely with program personnel, Contracting Specialists, and Contracting Officers to coordinate acquisition activities and resolve issues.
Your analysis and recommendations will help inform procurement strategies, cost estimates, contract vehicles, and sourcing decisions.
The role offers an opportunity to work independently while supporting mission-critical federal acquisition functions.
This is a remote opportunity suited to an experienced contracting professional with substantial federal government experience.

Accountabilities:

As a Contract Specialist, you will provide comprehensive acquisition support while advising stakeholders throughout the federal contracting process. Key responsibilities include:

• Work independently with limited government oversight to support federal acquisition activities.
• Provide recommendations on acquisition plans, procurement approaches, contracting strategies, risks, competition, sources, costs, contracting methods, and milestone schedules.
• Research Government-wide contracts, available suppliers, contract vehicles, products, and services to identify effective procurement options.
• Compare supplier capabilities and costs and evaluate alternative approaches for obtaining required services and support.
• Assist with preparing Independent Government Cost Estimates using historical purchases, current market values, comparable agency purchases, and other relevant data.
• Conduct market research and surveys to identify potential sources and appropriate contract vehicles, including GSA, Government-wide Agency Contracts, other agency contracts, and socio-economic small-business programs.
• Prepare written market research documentation and support the development of acquisition package materials.
• Coordinate with program office personnel, subject matter experts, CORs, Contracting Specialists, and Contracting Officers throughout acquisition activities.
• Support the preparation of solicitations and amendments within contract writing systems and ensure required documentation is properly maintained in electronic filing systems.
• Provide professional guidance on procurement methods and contract types.
• Support negotiations by developing negotiation objectives, documenting outcomes, and preparing Award Determination Memorandums and related materials.
• Assist with contract awards, modifications, supporting documentation, option exercises, and other contract actions.
• Support proposal evaluations, including price, cost, and technical proposal analysis.
• Assist with contract administration activities, including contractor performance reviews, contract modifications, investigation of discrepancies, and contract closeout.
• Respond to data calls, provide acquisition status updates, participate in meetings and conference calls, and provide administrative support related to contracting functions.

Requirements:

The ideal candidate brings extensive federal contracting experience, strong acquisition expertise, and the ability to manage complex procurement activities independently. Key requirements include:

• Bachelor’s degree from an accredited institution in accounting, business, finance, law, contracts, purchasing, economics, management, or a related field.
• 8–10 years of professional contracting experience supporting federal clients.
• Demonstrated expertise across the full range of federal contract actions, including solicitations, awards, modifications, negotiations, incorporation of changes, option exercises, price analysis, and contract issue resolution.
• Strong understanding of the Federal Acquisition Regulation (FAR).
• Demonstrated knowledge of Procurement Administrative Lead Time (PALT).
• Experience supporting federal proposal evaluations, including price/cost analysis and technical proposal analysis.
• Strong knowledge of federal government acquisition processes, including requirements development, budgeting, acquisition planning, market research, and Independent Government Cost Estimates.
• Experience with contract administration, including contractor performance, modifications, discrepancy investigations, and contract closeout.
• Ability to prepare acquisition documentation such as Determinations and Findings, Market Research Reports, Pre- and Post-Negotiation Memorandums, Award Memorandums, Acquisition Plans, Sole Source Justifications, and related documents.
• Demonstrated negotiation, interpersonal, analytical, and communication skills.
• Experience using contract writing systems.
• Proficiency with Microsoft Office Suite.
• A Master’s degree in a related field is preferred.
• Experience with the Unified Financial Management System (UFMS) contract writing system is preferred.
