This position is located at any State Hospital or State Supported Living Center warehouse within Texas and reports directly to the Assistant Director of Supply Services. The position works with minimal supervision and considerable latitude for the use of initiative and independent judgment. This position performs highly complex (senior-level) managerial work overseeing the Replenishment Support Group (RSG) and supporting efficient, compliant Supply Services operations statewide. The position works closely with the Lead Regional Manager II, Regional Managers, Warehouse Supervisors, and other staff to support consistent processes, effective communication, contract and purchasing needs, inventory activity, and customer service to State Operated Facilities. Duties include monitoring department budgets, entering and tracking expenditures, assisting with forecasting, identifying potential budget or expenditure concerns, and notifying the Assistant Director or Director of issues that may impact operations. The position also reviews replenishment needs, receiving and invoice accuracy, purchase order expenditures, contract information, reports, policy requirements, workflow improvements, and opportunities for standardization. The Business Operations Manager II provides guidance, support, training, and technical assistance to RSG and warehouse staff statewide. The position supports special projects and continuity of operations needs and may be required to actively participate in or serve during a Continuity of Operations (COOP) activation. Moderate travel is required. Essential Job Functions (EJFs) Manages, mentors, and provides direction to the Replenishment Support Group Team Lead and warehouse supervisors, including oversight of evaluations, hiring, time and leave, and CAPPS actions for direct reports and supervisors under their direction. Conducts on-site reviews to ensure compliance with Supply Services Operating Instructions. Compiles and analyzes travel, contract, budget, expenditure, and inventory data to support decisions related to inventory status, purchasing needs, budget status, and expenditure forecasting. Oversees department budgets by preparing purchasing documents, entering and tracking expenditures, monitoring travel expenses in eTravel, forecasting budget needs, and notifying the Assistant Director or Director of potential budget or expenditure issues. (35%) Manages Supply Services business operations to ensure efficient and effective support to assigned warehouse locations serving state facilities. Establishes goals and objectives, develops and approves schedules, and monitors progress toward department goals. Provides consultation and technical guidance related to performance and conduct management, FMLA, workers’ compensation, staffing, and travel processes. Coordinates with Human Resources, Legal, and Civil Rights as needed to support policy-compliant personnel actions and ensure warehouses are staffed to provide critical services. Reviews unusual incidents and assists with workers’ compensation, employee health restrictions, BFOE documents, and accurate CAPPS time entry. (25%) Develops, updates, implements, monitors, and evaluates Supply Services guidelines, procedures, rules, regulations, and Operating Instructions. Monitors staff compliance with policies and procedures, identifies areas for improvement, and implements solutions to strengthen statewide operations. (15%) Provides technical assistance for the Materials and Inventory Management System (MIMS) and supports Regional Managers and Warehouse Supervisors in maintaining accurate inventory control. Monitors reports, reviews transactions, investigates variances, and evaluates staff productivity and system use. (15%) Plans and coordinates special projects by identifying needed resources, removing barriers, and helping ensure project completion. (5%) Manages recruitment activities, including requisitions, application screening, interviews, hiring, onboarding, recruitment materials, job fair participation, and recruitment reporting to leadership. (5%) Other duties as assigned. Knowledge, Skills And Abilities (KSAs) Knowledge of supply services, warehouse operations, inventory control, procurement, contract management, budget monitoring, and business operations. Knowledge of state procurement and contract management requirements, regulations, and best practices, including contract development, contract monitoring, business administration, accounting principles, and related policies and procedures. Knowledge of agency programs, policies, procedures, and administrative processes. Skill in using Microsoft Office Suite, Outlook, Microsoft Teams, SharePoint, automated inventory control systems, Materials and Inventory Management System (MIMS) or similar systems, and automated purchasing systems. Skill in reviewing and analyzing data, reports, invoices, purchase orders, expenditures, budget information, and inventory activity to identify issues and recommend solutions. Ability to manage supervisors, business processes, and related functions to ensure work is completed accurately, timely, and in compliance with requirements. Ability to establish goals and objectives, develop and evaluate policies and procedures, prepare concise reports, and communicate findings to leadership. Ability to analyze complex problems, forecast needs, identify risks, and develop practical solutions. Ability to communicate effectively orally and in writing with leadership, staff, customers, and internal/external partners. Ability to provide leadership, mentor staff, promote growth in others, and establish effective working relationships. Ability to work a flexible schedule, including hours outside 8 a.m. to 5 p.m., Monday through Friday, as needed. Registrations, Licensure Requirements Or Certifications Certified Texas Contract Manager (CTCM). Certification completion required between sixth (6th) and twelfth (12th) month of employment. Valid Texas Class C Driver’s License to be checked yearly for any violations or suspensions. Forklift Driver Training - FRK0100, completion required within six (6) months of employment. Initial Screening Criteria Three (3) years’ work experience managing, mentoring, or providing oversight to staff in contracting, procurement, materials management, inventory control, warehouse operations, business operations, or a similar field preferred. Two (2) years’ work experience managing HR-related tasks, including evaluations, hiring, performance or conduct actions, terminations, time and leave tracking, or similar personnel processes preferred. Two (2) years’ work experience in inventory control, materials management, procurement, or purchasing, including use of a computerized inventory control system such as MIMS and an automated purchasing system such as CAPPS FIN or similar systems preferred.
