Summary THIS IS A TITLE 32 DUAL STATUS POSITION DUTY LOCATION: Inspector General (IG), Middletown, CT AREA(S) OF CONSIDERATION: Area 1: All currently employed full-time permanent and indefinite personnel of the CTARNG. Area 2: All currently employed full-time Temporary Technician personnel (Tenure 0) and all current traditional members of the CTARNG. Area 3: Individuals eligible for membership in the CTARNG. Membership must be satisfied within four (4) months of selection. Learn more about this agency Duties Help JOB SUMMARY : The purpose of this position is to report to the JFHQ (St) IG on discipline, efficiency, morale, economy, training, and readiness of the State National Guard. Provides assistance to Soldiers, Airmen, and their family members on a wide range of issues and subjects. NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Army National Guard. The major duties include, but are not limited to:
- Participates in DOD/DA/State inspections, inquiries, and investigations to perform review, analysis, evaluation, staffing and coordination.
- Conducts investigations of allegations made and problems or deficiencies identified during the course of inspecting JFHQ (State) or unit operations relating to areas assigned.
- Develops/interprets policies and published guidance throughout the JFHQ (St) and to the IG.
- Prepares and reviews periodic and recurring IG reports and analysis' of deficiency trends for the JFHQ (St) presents these trends to the IG and or JFHQ (St) leadership.
- Processes complaints and requests for assistance emanating from personnel within the State and investigates or inquires to substantiate alleged or suspected instances of non-compliance of individuals or organization with laws, rules, regulations, executive orders, or other mandatory regulatory requirements.
- Incumbent is required to serve a 2-year trial/probationary period.
- National Guard Membership is required.
- Males born after 31 December 1959 must be registered for Selective Service.
- Federal employment suitability as determined by a background investigation.
- Must meet Compatible Military Assignment within one year from placement.
- Wear of the military uniform is mandatory.
- Direct Deposit is mandatory.
- Must be able to obtain and maintain a secret security clearance.
- Must possess a valid state drivers license.
- Experience demonstrating an understanding of the basic principles and concepts of the occupational series and grade.
- Experience demonstrating the ability to follow directions, to read, understand, and retain a variety of instructions, regulations, policies and procedures.
- Experience demonstrating the ability or have endorsements that indicate the ability to perform and learn the cited duties.
- Experience in planning for and executing inspector general programs and using software data systems.
- Experience in the procedures to inspect and report on the state of discipline program efficiency and effectiveness, and readiness of military and civilian forces.
- Experience demonstrating working as the primary inspector general advisor with responsibilities to plan, direct, and manage inspector general programs.
- Experience conducting investigations and inspections to ensure compliance with agency policies, practices, and regulations.
- Experience providing policy, guidance, oversight, and directions for the inspection programs; complaints resolution; Fraud, Waste, and Abuse; strategic plans and programs; and the Commander's Inspection Program.
- Experience demonstrating an understanding the inspector general program concepts and policy regulations.
- Experience demonstrating skill in the development of programs, procedures, and methods to implement, evaluate, and maintain the inspector general program.
- Experience in developing risk-based sampling strategies and annual inspection plan focusing on the Wing Commander's priorities.
- Experience in multiple and specific inspector general computerized programs.
- Experience demonstrating skill in writing standardized operating procedures for the inspector general programs.
- Experience interpreting and developing inspection policies, procedures and applicable Memorandums of Understanding or Memorandums of Agreement with host or tenant organizations, if applicable, as well as state, city, and/or county agencies in order to adequately evaluate the National Guard's overall mission readiness.
- Experience in providing supervisory duties, directing administrative, technical, and operational directions and established broad objectives for long-range strategic plans or new programs.
- Experience in developing, interpreting, and implementing the Army, Air Force, or both services' inspection policy.
- Experience in planning and organizing assigned programs, estimating unit resources, capabilities, and objectives.
- Experience in coordinating with staff and line management personnel, and skilled in conducting all phases of projects.
- Experience and skill in providing definitive interpretations of regulations and study procedures; and competent experiences involved initializing new inspections, interviews, and research application, methods, and functions.
- Experience in identifying potentially controversial findings, issues, or problems with widespread impacts.
- Experience in writing and analyzing projects, evaluations, or reports. Competent in providing recommendations on organizational goals, guidelines, and effectiveness to achieve intended objectives.
- Experience in using expert judgment, initiative, and resourcefulness to deviate from established methods to modify, adapt, and/or refine broader guidelines to resolve specific complex or intricate issues and problems.
- Experience demonstrating expertise on interpreting research trends and patterns which resulted in the development of new inspector general programs, methods and criteria.
- Experience demonstrating plans and programs that required analysis of unrelated and interrelated issues of effectiveness, efficiency, and productivity.
- Experience in developing recommendations to resolve issues, problems and complaints.
- Experience and competence in applying qualitative and quantitative analytical techniques that frequently required modifications to fit variables.
- Experience working programs or processes simultaneously that are varied and unrelated such as, Fraud, Waste, and Abuse investigations and exercise planning and evaluation.
- Experience managing and conducting investigations and project assignments that required detailed plans, goals, and objectives for long-range implementation of specific programs.
- Experience identifying the primary sources of concerns, issues, problems, complaints, or concepts which were not susceptible to direct observation and analysis such as, projected missions and program functions.
- Experience in developing and publishing measurements of effectiveness, improvements, and efficiencies.
- Experience in making leadership decisions to include assessments of unusual circumstances or variations in the data supplied by the users or incomplete or conflicting data metrics.
- Experience in managing multiple and difficult assignments that were complicated by the need to compile, reconcile, and correlate computerized data elements from classified and unclassified data sources.
- Experience reviewing completed work that involved cross-checking, analyzing, and interpreting relevant information.
- Experience demonstrating competence in revising data collection methods or developing new approaches to analyze and evaluate data.
- Experience in conducting investigations or inspections on complex subjects or into the conduct of individuals of prominence where complex or conflicting data, testimony or facts, or cold evidence was present and the conditions required careful handling and complete discretion.
- Experience in completing investigation or inspection results in written reports and briefings to senior leaders or the Adjutants General.
- Experience demonstrating skill to independently perform investigations and resolve the most unusual or complicated complaints or issues in the state.
- Experience in making data-driven decisions for refining work methods and developing new techniques for resolution of issues.
- Experience in conducting productivity assessments or effectiveness and efficiency program operations; and, experienced in analyzing and resolving a variety of uncommon unit activity problems.
- Experience applying an extensive knowledge of National Guard operations to direct complex strategic planning efforts and participate in the establishment of program criteria to measure and/or predict the attainment of organizational goals and objectives.
- Experience identifying and developing ways to resolve problems or cope with issues, and providing realistic data for leadership to improve planning and operational aspects of guard missions.
- Skill collecting and analyzing data effectively, efficiently, and accurately.
- Knowledge of applicable laws, directives, regulations, policies, and procedures.
- Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communications.
- Skill in interpersonal communications, empathy, and effective listening.
- Ability to write English in reports and presentation formats.
- Ability to communicate orally and in writing clearly and effectively
- Ability to organize thoughts, research materials, and manage case projects.
- Skill in comprehending and interpreting directives and laws.
