Through interdisciplinary collaboration, culturally responsive care, evidence-based practice, and community partnerships, CRHE seeks to improve behavioral health outcomes while addressing the social and structural factors that influence health and recovery.CRHE provides outpatient behavioral health services, intensive outpatient programming, partial hospitalization programming, psychiatric medication management, integrated care coordination, and community-based partnerships designed to improve long-term health, recovery, and quality of life.Position SummaryThe Licensed Clinician provides comprehensive behavioral healthcare services to adults experiencing mental health disorders, substance use disorders, and co-occurring conditions across outpatient (OP), intensive outpatient (IOP), and partial hospitalization (PHP) levels of care.Working independently within the scope of their professional license, the Licensed Clinician conducts comprehensive clinical assessments, establishes diagnoses, develops individualized treatment plans, provides evidence-based psychotherapy, facilitates therapeutic groups, coordinates care across disciplines, and promotes recovery-oriented treatment that reflects the values and mission of CRHE.Licensed Clinicians serve as integral members of the interdisciplinary treatment team and collaborate closely with Counselor I staff, Counselor II staff, Qualified Psychiatric Practitioners, case management, peer recovery professionals, primary care providers, hospitals, and community organizations to ensure coordinated, person-centered behavioral healthcare.Licensed Clinicians may also serve as approved clinical supervisors for graduate practicum students and provisionally licensed clinicians when they satisfy CRHE policies, university affiliation agreements, and applicable Delaware Division of Substance Abuse and Mental Health (DSAMH) supervisory requirements.Regulatory ClassificationThis position functions as an independently licensed behavioral health provider within a Delaware licensed behavioral healthcare organization.The Licensed Clinician shall maintain all professional licenses, certifications, continuing education, and clinical competencies required by applicable licensing boards, DSAMH regulations, payer credentialing standards, and CRHE policies and procedures.Where organizational qualifications exceed minimum regulatory requirements, Licensed Clinicians shall comply with CRHE standards as a condition of contracting.Essential FunctionsThe Licensed Clinician is responsible for delivering high-quality, evidence-based behavioral healthcare that promotes recovery, resilience, and improved psychosocial functioning.Primary responsibilities include, but are not limited to:Clinical AssessmentConduct comprehensive biopsychosocial assessments. Complete diagnostic evaluations utilizing DSM-5-TR criteria. Assess psychiatric symptoms, substance use patterns, trauma history, medical history, psychosocial functioning, strengths, protective factors, and recovery supports. Conduct suicide, homicide, violence, abuse, neglect, and other safety risk assessments using approved screening instruments. Assess health-related social needs that may affect treatment engagement and recovery. Recommend appropriate levels of care using clinical judgment and the American Society of Addiction Medicine (ASAM) Criteria when clinically indicated. Reassess clients throughout treatment to evaluate clinical progress and ongoing service needs. Treatment PlanningDevelop individualized, person-centered treatment plans in collaboration with clients. Establish measurable treatment goals and objectives that reflect client strengths, preferences, and clinical needs. Review and revise treatment plans according to organizational policy, medical necessity, and payer requirements. Coordinate discharge planning and continuing care recommendations throughout treatment. Collaborate with interdisciplinary providers to ensure continuity of care. Psychotherapy ServicesProvide evidence-based behavioral health treatment including:Individual psychotherapy Couples therapy Family therapy Group psychotherapy Psychoeducation Crisis intervention Relapse prevention Recovery planning Utilize evidence-based interventions appropriate to client presentation, including but not limited to:Cognitive Behavioral Therapy (CBT) Motivational Interviewing (MI) Acceptance and Commitment Therapy (ACT) Dialectical Behavior Therapy (DBT)-informed interventions Trauma-Informed Care Seeking Safety Solution-Focused Brief Therapy Person-Centered Therapy Harm Reduction approaches, when clinically appropriate Integrated Behavioral HealthcareThe Licensed Clinician participates in CRHE's integrated behavioral healthcare model by:Collaborating with Qualified Psychiatric Practitioners regarding medication management. Coordinating care with primary care providers and specialty medical providers. Collaborating with community behavioral health organizations. Coordinating referrals to housing, employment, education, transportation, and recovery support resources. Participating in interdisciplinary treatment team meetings. Promoting whole-person, recovery-oriented care that addresses behavioral, medical, psychological, and social determinants of health. Crisis InterventionAssess behavioral health emergencies. Complete safety planning. Coordinate emergency psychiatric evaluations when indicated. Recommend higher levels of care when clinically appropriate. Coordinate crisis stabilization with community partners. Complete required documentation related to crisis interventions.Documentation ResponsibilitiesThe Licensed Clinician is responsible for maintaining accurate, timely, and clinically appropriate documentation that supports continuity of care, regulatory compliance, medical necessity, and reimbursement. Documentation shall be completed in accordance with CRHE policies and procedures, DSAMH regulations, applicable licensing board requirements, HIPAA, 42 CFR Part 2, and payer standards.Documentation responsibilities include, but are not limited to:Comprehensive biopsychosocial assessments. Diagnostic evaluations. Individualized treatment plans and treatment plan reviews. Individual, family, couples, and group psychotherapy progress notes. DAP and/or SOAP progress notes, as required by program policy. Crisis intervention documentation and safety plans. Care coordination and referral documentation. Discharge summaries and continuing care plans. Clinical correspondence. Utilization review and prior authorization documentation, when applicable. Critical incident reports. Other documentation required by CRHE, DSAMH, accreditation organizations, and third-party payers. Clinical documentation shall be completed within organizational timeframes and reflect accurate clinical decision-making, measurable treatment progress, and medical necessity.Caseload ExpectationsLicensed Clinicians are expected to maintain an active clinical caseload that supports client access to care while ensuring high-quality, ethical, and person-centered treatment.Caseload assignments are determined based upon:Contractor availability. Clinical competency. Program assignment (OP, IOP, PHP). Client acuity and complexity. Payer requirements. Organizational needs. Licensed Clinicians are expected to maintain productivity standards established by CRHE while ensuring adequate time for assessment, treatment planning, documentation, interdisciplinary collaboration, supervision (when applicable), and professional consultation.Caseload expectations may be modified based upon specialized clinical assignments, administrative responsibilities, supervisory duties, research activities, or quality improvement initiatives.Quality Improvement & ComplianceLicensed Clinicians contribute to CRHE's continuous quality improvement program by participating in activities that enhance clinical quality, patient safety, regulatory compliance, and organizational effectiveness.Responsibilities include:Participating in interdisciplinary treatment team meetings. Participating in peer consultation and clinical case review. Supporting organizational quality improvement initiatives. Maintaining compliance with CRHE policies and procedures. Participating in chart audits and documentation review. Completing mandatory organizational training. Maintaining professional licensure and continuing education requirements. Reporting critical incidents, client safety concerns, and compliance issues in accordance with organizational policy. Supporting implementation of evidence-based practices throughout clinical services. Licensed Clinicians shall practice in accordance with all applicable federal and state laws, professional ethical standards, and organizational policies.Minimum QualificationsCRHE Required QualificationsApplicants must possess:Proficiency in one or more of the following languages: Spanish, Creole, French, or Chinese. Other languages include Vietnamese, Korean, Portuguese, Yoruba, Igbo, and/or Twi.Experience with persons of Latin American, Caribbean, Asian, Pacific Islander, African, and European descent and/or identifies as a person from one or more of these communities. A Master's degree from an accredited college or university in: Clinical Mental Health Counseling Counseling Social Work Marriage and Family Therapy or another closely related behavioral health discipline approved by CRHE. Current unrestricted professional licensure in the State of Delaware as one of the following: Licensed Professional Counselor of Mental Health (LPCMH) Licensed Clinical Social Worker (LCSW) Licensed Marriage and Family Therapist (LMFT), if applicable under Delaware law Eligibility for credentialing with commercial insurance carriers. Demonstrated experience providing behavioral health treatment to adults experiencing mental health disorders, substance use disorders, and/or co-occurring disorders. Experience conducting comprehensive behavioral health assessments and treatment planning. Proficiency utilizing electronic health record systems. Current professional liability insurance meeting CRHE contractor requirements. Preferred QualificationsPreference will be given to applicants who possess one or more of the following:Dual licensure in Delaware and Pennsylvania. Experience providing services within outpatient, intensive outpatient, or partial hospitalization settings. Experience treating individuals with co-occurring mental health and substance use disorders. Working knowledge of the American Society of Addiction Medicine (ASAM) Criteria if providing services to persons with a substance use disorder. Training in Motivational Interviewing. Training in Trauma-Informed Care. Experience facilitating psychoeducational and process-oriented psychotherapy groups. Experience supervising graduate practicum students or provisionally licensed clinicians. Experience providing tele-behavioral health services. Bilingual proficiency in one the above languages (written/verbal).
