Salary: The salary for this position traditionally starts at $85,020.00 but may be commensurate with education and work experience.A Day in the Life: The essential functions of this role are as follows:Oversees and manages the work of assigned human resource staffCoaches, mentors, develops, and evaluates the performance of subordinatesAdvises management on the formulation and administration of plans and policies for human resource activitiesActs as an internal consultant by analyzing and recommending solutions to human resource issues relating to assigned program or section areaDevelops, revises, and implements human resource policies and proceduresPrepares and maintains special internal and external reports utilizing HR systemsAnswers non-routine requests for information on policy interpretationDevelops, coordinates, and recommends changes for improvement in workflowDevelops methods and procedures for compiling and analyzing dataMay lead special cross functional teamsConsults with internal and external managers on staffing issues, succession planning, workforce planning, etc.Partners with others in HR and operations to ensure best practices and the most efficient customer service is deliveredAssesses organizational development needs of operating, business functional unitsMay lead the design, development and implementation of programs, policies and strategies tailored to meet OD needs and program goalsEvaluates strategies and programs to measure the achievement of established goalsManages and develop strategic compensation analysis and initiativesMaintains project plans; establishes timelines for project milestones and completionIdentifies, evaluates, and resolves employee relations, employee morale, work performance, and organizational productivity concernsConducts, coordinates, or facilitates HR related investigations, pre-deprivation meetings, or responses to regulatory requestsResponds to or participates in the unemployment insurance adjudication processMaintains compliance with federal and state regulations concerning employmentRecruits, selects, onboards, and trains employees to ensure role responsibilities and expectations are clearly understood while providing opportunities to continue professional developmentSets expectations, measures progress, provides ongoing feedback, and evaluates the performance of employees. Ensures work adheres to quality standards, deadlines, and proper proceduresWhat You'll Need for SuccessIndividuals in this role should minimally be able to articulate or demonstrate the following:Broad knowledge of the principles, laws, regulations, theories and practices of Human Resource Management/Administration and Organizational DevelopmentAdvanced knowledge of project management principlesAbility to analyze policies and procedures and be able to recommend improvementsEffective communication skillsAbility to work independently, anticipate problems and initiate corrective actionsExcellent problem-solving and analytical skillsAbility to formulate sound recommendations and make appropriate decisions with consideration of potential impact on agency/division/local office or facility/statewideAbility to effectively prioritize a variety of projects and functionsAbility to research and document findingsAbility to establish and maintain effective working relationshipsAbility to formulate policy and manage multiple projects with competing deadlinesAbility to delegate work, set clear direction, and manage workflowAbility to effectively give feedback, provide guidance or corrective action, coach, and develop employee skillsetsA degree is not required.
