MANAGEMENT ANALYST

Position/Program Information TYPE OF RECRUITMENT: OPEN COMPETITIVE-EMERGENCY Applications will be accepted from July 06th, 2026 at 8:00 AM until July 09th 2026 at 5:00 PM. EXAM NUMBER: YD1848A-EA Department: LA County Department of Human Resources (DHR). This is an emergency recruitment to support a critical public services initiative. Candidates will be hired for an initial period of up to 90 days, with an opportunity for permanent County employment based on performance. Job Functions Research information by identifying, locating and extracting relevant data from varied sources, including Internet search engines, library materials and government reports. Compile and categorize information into tables, spreadsheets or data files to facilitate analysis. Analyze information using qualitative and quantitative methods to draw fact‑based conclusions for decision‑making. Develop or recommend policies, programs or procedures to address problems or improve operations. Prepare reports, business correspondence and memoranda using appropriate software. Interact with vendors, managers and external agencies in meetings, presentations and consultations. Coordinate contractor, consultant and outside agency activities to ensure program implementation. Monitor processes and programs by gathering and analyzing relevant data. Evaluate program effectiveness by comparing outcomes to goals. Perform administrative duties such as file creation, document routing and compliance with applicable laws. Example Duties (Human Resources) Assist operating departments in solving HR problems with clarity and data‑driven analysis. Conduct examinations, review job bulletins and manage application reviews. Advise superiors on compliance with Civil Service Rules and departmental policies. Investigate employee performance and recommend management actions. Assist with compensation, benefits and workers’ compensation case analysis. Conduct classification studies and prepare duty statements and organization charts. Address allegations of discrimination and develop training on safety and orientation. Example Duties (Contracts & Grants) Conduct contract feasibility and cost analysis studies. Develop specifications, solicitations and bid evaluation processes. Assist in negotiating contract terms and preparing related legal documents. Perform legal research on applicable laws and advise on contract impact. Draft letters and memos to the Board of Supervisors for contract recommendations. Resolve contractor conflicts and formulate contract policies and tools. Competencies & Skills Knowledge: Customer and Personal Service, Administration and Management, Clerical, English Language. Minimum Qualifications Option 1: Bachelor’s degree plus two years of experience performing basic to routine analytical assignments involving research, analysis, synthesis and problem solving in administrative or program support areas. Option 2: Master’s degree or higher in a related discipline such as contract development or human resources. Option 3: Four years of experience performing basic to routine analytical assignments with the same scope. Candidate must meet at least one of the above options to apply. Other Requirements License: Valid California Class C Driver License or alternative transportation method for essential functions. Physical Class: Light – light physical effort, occasional lifting up to 10 pounds.
