Building Inspection Supervisor

General Summary Under general direction, supervises and coordinates building inspection activities to assure that buildings constructed, repaired or remodeled in the City are in compliance with City policies, safety regulations, and building codes. Reviews and interprets codes and ordinances and makes recommendations for changes and additions as needed. Provides interpretation and guidance regarding City policies, safety regulations, and building codes. Supervises and directs the activities of assigned staff; makes recommendations regarding hiring, discipline, termination or advancement of employees. Schedules employees, assigns work, and monitors progress; guides, trains and develops employees in the accomplishment of their duties and professional growth; evaluates performance. Assists internal and external customers to resolve problems and conflicts that may arise during construction. Responds to questions and provides information about construction site inspections and work found out of compliance with codes or plans. Investigates violations and complaints; follows up with recommendations. Establishes, evaluates and revises building inspection procedures, practices and rules in conformance with departmental policies. Attends or conducts a variety of meetings such as staff meetings and employee briefings. Participates in inspections of new construction during various stages of construction and remodeling to ensure compliance with uniform building, plumbing, electrical and mechanical codes. Issues stop work orders for non-compliance. Interprets and applies the City Cross Connection Control Ordinance within the context of state and federal environmental regulations as required. Assists in developing budget. Collects data and materials, conducts research, and makes budget recommendations. Monitors expenditures against approved budget. Performs other duties as assigned. Education, Experience and Certifications High school diploma or GED; six years\' construction experience including at least three years\' experience in public sector building inspections; and two years of lead work or supervisory experience. Equivalent combinations of education and experience may be considered. Licensing and Certification Requirements Building, Mechanical and Plumbing Inspection Certificates Certificate in Electrical Plans Examiner Light Commercial Combination Fire Inspections Valid Colorado driver\'s license with a safe driving record. Knowledge, Skills and Abilities Knowledge of the policies, procedures and goals of the City of Thornton and the department. Knowledge of the organization, purpose, current issues, projects, and employee responsibilities of the department. Knowledge of safety standards, and structural, plumbing, mechanical, carpentry, HVAC and electrical systems, and the building codes and state and local regulations pertaining to these systems. Knowledge of the principles and practices of employee supervision and training. Knowledge of mathematical computations and other formulas related to construction processes. Knowledge of the principles, practices, and methods of program review, assessment and evaluation. Knowledge of the basic principles of backflow device inspection and control of contamination of the City\'s water supply. Skill in reading and interpreting building plans, specifications and building codes. Skill in communicating and instructing others using technical and non-technical language appropriately when subject matter is unfamiliar or complex in nature. Skill in investigating, analyzing, evaluating, and resolving operational, procedural, and personnel problems. Skill in interpreting, understanding, and following complex statutes, ordinances, regulations, standards, and laws. Skill in analyzing and evaluating information accurately. Skill in the safe and lawful operation of a motor vehicle. Ability to supervise, direct and train employees. Ability to analyze data, draw logical conclusions, and make sound decisions and recommendations. Ability to educate and lead subordinates in accurate, consistent and professional inspection practices and activities. Ability to effectively respond to and resolve customer inquiries or concerns. Ability to perform accurate mathematical computations. Ability to draft and recommend policies and procedures. Ability to assess and mediate complex or controversial issues and concerns and to respond with tact, composure, and courtesy in stressful situations. Ability to regularly exercise significant discretion and independent judgment. Ability to listen well and communicate effectively orally and in writing with various audiences. Ability to use standard office equipment, computer equipment and software including word processing, database management, spreadsheet applications and electronic mail. Ability to establish and maintain effective working relationships with City employees, developers, contractors, community members and the general public. Physical and Mental Requirements While performing the essential duties of this job, the employee is required to reach, stand, grasp, talk, hear, and make repetitive motions. The employee is required to have close visual acuity.
