Position Overview and Responsibilities:

This position will conduct organizational studies and evaluations on office procedures providing technical assistance and developing procedures to assist the Office of Resilience and Coastal Protection to operate more efficiently and effectively.

Provide grant management support to the federally funded ORCP programs. Provide high-level tracking/accounting of federal funds (including funding source, amount, special award conditions, match requirements, and reporting timelines) for ORCP programs. Copied on billing sheets from the DEP grant office to track expenditures and match requirements. Track spending authority needs across ORCP programs and FCO releases needed quarterly.

Provide high-level tracking/accounting of subawards/contracts under federal grants. Facilitate the execution of agreements through contracts-admin and the grants management office, including leadership approval, CAF review and submission, tracking term and expiration dates, tracking FACTS updates, spending authority needs, releases, and closeouts.

Communicate regularly with the regional budget coordinators, ORCP Budget Coordinator, ORCP Grant Managers, ORCP leadership, DEP grant management office to ensure proper management of the grant funding across ORCP.

Provide technical support and cross-training for ORCP staff on:

• Grant application submission requirements
• Grant acceptance procedures, next steps
• Grant management BMPs – file organization, subaward monitoring, etc.
• Federal grant requirements, federal and state audit requirements
• Updates to DEP subaward/contract processes, templates, BMPs

Provide budget support to the following programs as needed:

• Clean Boating Program
• Coastal Zone Management
• Resilient Florida
• Beach Programs

Performs other duties as assigned and required.

Required Knowledge, Skills, and Abilities:

Knowledge of administrative principles and procedures; office procedures and practices; computer programs and software (such as Microsoft Office: Excel, word, Outlook, Teams; Adobe)

Knowledge of and access to federal agency grant systems: Grants.gov, SAM.gov, eRA Commons, ServiceNow, CAMMP, GrantSolutions, TRACS, EasyGrants, and the EPA grant management system

Knowledge of grant and budget management and tracking.

Knowledge of the following Florida State Government systems:

• FLAIR/FIN/PALM
• ARIBA – My Florida Market Place
• P-Card Works
• ELFF
• STMS
• People First
• FACTS

Ability to prepare correspondence and administrative reports; understand and apply applicable rules, regulations, policies, and procedures; work independently; communicate effectively verbally and in writing; establish and maintain effective working relationships.

Minimum Qualifications:

• The incumbent of this position, in accordance with sections 110.1127 and 435.04, Florida Statutes and DEP Directive 422, Background Investigations, is required to successfully complete a background and fingerprint check
• Florida Certified Contract Manager or ability to obtain certification within 6 months of hire.
• A valid driver’s license.

Pay:

$45,000.00 to $48,000.00
