As the model of best correctional practices, we strive to return productive citizens to our communities and inspire a culture of accountability, integrity, and professionalism.Role Overview: The purpose of the Program Review/Audit Division is to evaluate all Indiana Department of Correction Facilities, Parole, Central Office, and the Correctional Training Institute in adherence to the American Correctional Association Standards respective to their assigned manual; to act as a liaison with NIC, OSHA, the American Correctional Association and its assigned auditors, and ensure compliance with national and state rules, regulation, policies, and procedures. This position is seen as the subject matter expert for interpretation of standards, policies, procedures, rules and regulations. This position is assigned to Central Office; however, traveling to other IDOC locations is required.Areas of responsibility in which to monitor and ensure compliance include but are not limited to Facility Administration, Fiscal Management, Personnel, Training and Staff Development, Case Records, Information Systems and Research, Citizen Involvement and Volunteers, Physical Plant, Security and Control, Safety and Emergency Procedures, Rules and Discipline, Incarcerated Individual Rights, Special Management, Restrictive Housing, Reception and Orientation, Classification, Food Service, Sanitation and Hygiene, Social Services, Re-Entry, Health Care, Work and Correctional Industries, Academic and Vocational Education, Recreation and Activities, Mail, Telephone and Visiting, Library Services, Religious Programs, and Policy.The ACA Accreditation Program Director conducts an annual review of each facility, Parole, Central Office and the Correctional Training Institute and their compliance to ACA standards. Every year, this review shall consist of a thorough facility inspection. The Program Director actively participates in the ACA audit/mock audit process and represents the agency during this process. This position identifies best practices and makes recommendations for improvement as the result of audits and inspections.The Program Director is responsible for completion of the overall audit instrument and for the maintenance of the underlying documentation. This position assists IDOC facility personnel through the ACA audit process, to include interfacing with officials from ACA, and facility policy writers to draft facility operational procedures, facility directives, and post orders as needed to ensure compliance. The Program Director acts as a technical assistant not only to the IDOC facilities but to stakeholders as well to clarify and interpret policy and procedure. This position will be required to assist in the training of facility/parole ACA Managers at Central Office and on location. This division supports organizational and system changes as requested. The Program Director works collaboratively with senior leadership in establishing long-range policy and procedureal goals as needed in the audit process. This position ensures all ACA standards are being met which requires decision making and action (as needed) that will directly impact the incarcerated individual such as quality of life issues, conditions of confinement, etc. The Program Director reports any emergency information to the Director of the division.Salary: The salary for this position traditionally starts at $53,222.00 but may be commensurate with education and work experience.A Day in the Life: The essential functions of this role are as follows: Establish program objectives, KPIs, and actions to achieve them. Develop, update, and monitor all policies and procedures related to the program area. Interpret and explain policies, rules, regulations, or laws to leadership or customers. Implement corrective action plans to solve program problems. Analyze, prepare, and disseminate monthly and annual program reports. Review budget and make budgetary recommendations to improve the program area finances. Ensure program requirements meet federal and state policies and grants compliance. Assist in the development and train employees or agency consultants on program requirements and usage. Coordinator and deliver communication plans and communications. Serve as a liaison between agency and other state and federal agencies. Serve on management committees or other governing boards. Recruit, select, onboard, and train employees to ensure role responsibilities and expectations are clearly understood while providing opportunities to continue professional development. Set expectations, measure progress, provide ongoing feedback, and evaluate the performance of employees. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.What You'll Need for Success: Individuals in this role should minimally be able to articulate or demonstrate the following: Specialized knowledge in program subject matter obtained through experience and/or education. Specialized knowledge of program area including pertinent rules and regulations. Extensive knowledge of all source materials and references including federal and state laws governing the programs. Ability to develop and implement new principles and policies and discern any far-reaching implications. Ability to communicate orally and in writing. The ability to apply general rules to specific problems to produce answers that make sense. Ability to work effectively with a wide variety of stakeholders. Working knowledge of accounting and budget principles. Ability to delegate work, set clear direction, and manage workflow. Ability to effectively give feedback, provide guidance or corrective action, coach, and develop employee skillsets. A degree is not required. However, at least 7+ years of experience applying the outlined knowledge, skills, and abilities in a similar role may be considered.
