Cybersecurity Specialist

Summary This position is being filled under a stream-lined hiring authority, Title 21 of the United States Code (21 US Code 379d-3a) as amended by the 21st Century Cures Act of 2016, section 3072 and the Consolidated Appropriations Act of 2023, Section 3624. The candidate selected for this position will serve under a career or career-conditional appointment and be paid under the provisions of this authority. - Conducts network engineering, implementation, configuration and operational support for new and existing tools, systems, and architectures within the FDA to prevent and mitigate cybersecurity risk.
- Researches, develops implementation plans, and coordinates with Subject Matter Experts on the implementation and configuration of common operating system platforms, to include Windows, Linux, Network configuration of common operating system platforms, to include Windows, Linux, Network Devices and specialized cybersecurity platforms and Security Information and Event Management (SIEM) solutions, open source, Commercial Off-The-Shelf (COTS) and Government off the shelf (GOTS) systems.
- With guidance, performs system changes and or customizations to optimize systems and reviews and corrects deficiencies found in existing systems regarding threats, vulnerabilities, and configurations outside of the approved baseline.
- With guidance, implements COTS software packages; custom developed software applications, firewall requirements, and other systems in supporting infrastructure operations.
- Monitors and analyzes organizational attack surfaces across networks and systems, identifies vulnerabilities, and supports implementation of risk mitigation strategies to strengthen cybersecurity posture.
- Develops and implements technical solutions to centralize collection of data forroot cause analysis for system anomalies, vulnerabilities detection, mitigation, and eradication.
- Supports the design, development, and implementation of artificial intelligence-based defensive security solutions to detect and respond to cyber threats, contributing to enhanced organizational security capabilities.

- The candidate selected for this position will serve under a career or career-conditional appointment within the competitive service.

- Probationary periods are required for new employees appointed to competitive service positions for the first time; or reinstated employees who return after a break in service of 30-days or more and who have not completed a probationary period.
- Bachelor's degree in a computer science, cybersecurity, information technology, information systems management, operational technology, engineering, national security, or other related field. The degree must be from an accredited program or institution AND at least four (4) years of comparable work in or demonstrated understanding in cybersecurity, compliance, risk or vulnerability management, operational technology, information technology, information management, information security (INFOSEC), national security, counterintelligence, insider threat, or a related field;
- Master's degree in a computer science, cybersecurity, information technology, information systems management, operational technology, engineering, national security, or other related field. The degree must be from an accredited program or institution AND at least three (3) years of comparable work in or demonstrated understanding in cybersecurity, compliance, risk or vulnerability management, operational technology, information technology, information management, information security (INFOSEC), national security, counterintelligence, insider threat, or a related field;
- Doctorate degree in a computer science, cybersecurity, information technology, information systems management, operational technology, engineering, national security, or other related field. The degree must be from an accredited program or institution AND at least one (1) year of comparable work in or demonstrated understanding in cybersecurity, compliance, risk or vulnerability management, operational technology, information technology, information management, information security (INFOSEC), national security, counterintelligence, insider threat, or a related field;
- MD/DO/DDS/DPM/DVM degree. The degree must be from an accredited program or institution.
- Six (6) years of comparable work in or demonstrated understanding in cybersecurity, compliance, risk or vulnerability management, operational technology, information technology, information management, information security (INFOSEC), national security, counterintelligence, insider threat, or a related field.
