(ARF) ADMINISTRATOR-JOB DESCRIPTION & REQUIREMENTS
Position Title: Administrator – Adult Residential Facility (ARF) Reporting To: Licensee / Owner Administrator must be available at all times. Position Overview The Administrator is responsible for the full organization, management, and full operation of the Adult Residential Facility (ARF) in accordance with California Community Care Licensing (CCL), Title 22 regulations, Title 17 regulations, Regional Center requirements, and all applicable state laws. The Administrator ensures residents receive proper care and supervision, staff follow facility policies and procedures, the facility maintains regulatory compliance, facility operations are organized and safe, and staff are properly trained and supervised. This role requires active leadership, operational oversight, emergency availability, and direct responsibility for the facility's daily operations. Required Qualifications Must be at least 21 years of age. Must possess knowledge of the requirements for providing the type of care and supervision needed by clients, including the ability to communicate with clients. Ability to establish and implement the facility's policy, program, and budget. Responsible for adhering to the established personnel policies and associated state regulations and laws (Title 22 and Title 17). Responsible for obtaining or creating the Individual Program Plan (IPP) for each consumer. Administrator must be certified with completion of the course and certificate issued by Community Care Licensing (Sacramento). Must be knowledgeable of the needs of persons with developmental disabilities. Must possess a GED or High School Diploma. A college degree is a plus. Must complete 4 hours of HIV/AIDS and TB training every two years and maintain current CPR and First Aid certification. A Residential Specialist Certificate and a Direct Support Professional Certificate I and II is a PLUS. Must have or be eligible for criminal background clearance. Must have a minimum of two (2) years prior experience providing direct supervision. Maintain educational training in specific areas to conduct in-service training. Must participate in training dealing with administration and management of residential facilities and direct support professionals. Must have knowledge of consumer and employee grievance procedures. Must maintain a valid Driver's License and Auto Insurance. Must have Person Centered Planning (PCP) background or be willing to take the course. Administrator Duties Responsible for organizing, managing, and overseeing the operation of each assigned facility. Responsible for coordinating the day‑to‑day functions of the adult residential facility including the nutritional program, educational programming, maintenance program, staff scheduling, and related duties. Responsible for maintaining all employee and client records and documents. Responsible for filing required reports and documenting client data according to the Individual Program Plan (IPP). Must report client exits and new employees to Community Care Licensing (CCL) and Regional Center. Responsible for participating in the recruitment, training, and evaluation of qualified staff and terminating undesirable staff when necessary. Must represent the organization as liaison between the community, social services agencies, Regional Center services, Community Care Licensing, and other professional resources. Responsible for developing, implementing, and maintaining a staff training program and for establishing regular meetings with signed staff meeting agendas. With specialized service personnel to evaluate consumer progress and make necessary program modifications. Responsible for coordinating implementation of specialized service programs in conjunction with appropriate professional resources. Administrators will meet regularly regarding the operational status, program development, and facility needs. Responsible for maintaining or supervising the maintenance of financial and operational records. Ability to direct the work of others when applicable. Ability to design an interdisciplinary process to assess residents' strengths and needs. Ensure medications and cleaning supplies are properly logged, signed off on, stored and locked at all times. Must obtain all doctors’ orders, complete entire documentation process for all medications, store and organize medications and ensure staff is trained and handling medications properly. Administrator will conduct in‑service training not limited to TB and HIV/AIDS. Responsible for maintaining accurate in‑service training records including topics, speaker signatures, certificates, and training dates. Responsible for resolving neighborhood complaints within 24/48 hours. Responsible for interfacing with Community Care Licensing (CCL), Regional Center, Social Services, Health Department, and other regulatory agencies. Responsible for screening potential residents and researching background information to ensure appropriate placement and that the facility can meet their needs. Responsible for documenting and ensuring current TB testing for both residents and staff and ensuring staff maintain current CPR and training certifications. Responsible for coordinating staff in‑service training both on‑site and at external training facilities. Keep residents active in the community weekly of their choice and document involvement. Schedule, keep residents’ appointments: Therapy, Dentist, Medical Appts ALL appointments including follow up appointments or referrals. Administrator Competency Administrator must be computer literate and able to manage digital systems and communication platforms. Weekly Facility Reporting A weekly facility recap must be submitted to the Owner via email, text, or shared platform (e.g., Google Drive). The report must include: Staff follow-up and performance updates Staffing status and coverage needs Financial requests Items requiring Owner approval Resident updates and follow‑ups Scheduled and completed appointments Digital Organization/Management Administrator is responsible for maintaining and updating all digital office systems, including: Calendar events Resident appointments Staff schedules (if applicable) Facility Operations Oversee and ensure completion of: Weekly menus Grocery shopping and supply management Resident PNI monthly money, Expenses and Receipts Policy Development / Implementation Ensure the following policies are created, maintained, and followed: Policy for use and tracking of facility/resident funds Policy for shift coverage, including use of staffing/placement agencies On-Call Responsibilities The Administrator is required to be on call unless formally relieved by approved management coverage in writing. This includes ALL nights, weekends, holidays, and emergencies. Emergency Response Requirement The Administrator must respond to all facility emergencies immediately and must be able to arrive at the facility within one (1) hour when necessary. ALL reports including but not limited to injury reports must be filled out, signed and sent to the appropriate parties and must follow all guidelines according to CCL. Emergencies Medical emergencies Behavioral incidents Resident injuries Staffing Scheduling/ Emergencies Facility safety concerns Shift Coverage Requirement The Administrator is responsible for ensuring all shifts are covered. In the event of callouts, no-shows, or staffing shortages, the Administrator must: Attempt to contact available staff members Arrange coverage Utilize approved staffing support when necessary Personally cover the shift if no other staff are available Company Phone Requirement The Administrator will be issued a company phone that must always remain charged, powered on and accessible 24/7. All staff communication and emergency contact must be answered promptly. Policy and Procedure Implementation The Administrator is responsible for implementing existing facility procedures and developing new procedures when operational issues arise. After meetings or operational reviews, the Administrator may be required to create written procedures and train staff on new protocols. Administrator Reporting / Vehicle Incident Policy Mandatory Owner Notification The Administrator must immediately notify the Owner of any situation that may impact their ability to perform their job duties. Includes: Receiving any ticket, citation, or legal notice Any law enforcement contact Any incident that may affect background clearance (fingerprinting) Any situation that may impact facility liability or insurance coverage Vehicle & Driving Incident Reporting The Administrator must report all vehicle-related incidents involving company vehicles to the Owner immediately, including: Accidents (regardless of severity) Traffic violations while operating a company vehicle Damage to company vehicles The Administrator is responsible for ensuring all necessary steps are taken following an incident, including: Ensuring safety of all individuals involved Contacting emergency services if required Notifying the Owner immediately Documenting the incident in writing Coordinating next steps for vehicle repair and insurance reporting Vehicle Accident Procedure Development Immediate safety actions (check for injuries, call 911 if needed) Securing the scene and ensuring resident safety Notification protocol (Administrator and Owner) Information collection (photos, insurance details, witness information) Incident report completion requirements Follow-up steps for vehicle repair and insurance claims All staff must be trained on this procedure, and acknowledgment of training must be documented.
