JOB SUMMARY
This vacancy may fill at either the I or II level. Candidates need only to apply once; all applications will be screened for the minimum requirements at the highest level they are qualified for. In the case of higher-level vacancies, names from the eligible list will be referred based on qualifying level. For lower-level vacancies, higher level candidates on the eligible list may not be excluded from being referred.
This recruitment is being conducted to fill two Accountant I/II vacancies: one assigned to the Health & Human Services Department and one assigned to the Development Services Department.

Accountant II
Salary: $29.88 - $40.88 Hourly; $62,150.40 - $85,030.40 Annually

EXAMPLE OF DUTIES

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other related duties may be required and assigned.

Accountant I:
  1. Develops and implements accounting systems and procedures related to assigned area.
  2. Performs a variety of professional accounting duties in the preparation, maintenance and review of financial records and reports in assigned area.
  3. Coordinates activities related to area of assignment with other County departments, divisions, and outside agencies; assists with inquiries regarding financial matters.
  4. Prepares, analyzes, and reviews estimates for revenues, reimbursements, expenditures, and other accounts.
  5. Assists in the preparation and maintenance of the County cost allocation plan; distributes costs of labor and materials to proper cost accounts.
  6. Audits books, reviews, records, and advises on accounting procedures related to area of assignment
  7. Maintain accurate and complete accounting records for prompt retrieval.
  8. Processes various account transactions: reconciles and balances assigned accounts; prepares journal entries.
  9. Provides information on accounts, as requested.
  10. Performs related duties as assigned.

  2. Sorts and files various records/documents; distributes reports.
Accountant II:
1. Develops and implements accounting systems and procedures related to assigned area; may provide training on accounting functions.

2. Performs a variety of professional accounting duties in the preparation, maintenance and review of financial records and reports in assigned area.

3. Coordinates activities related to area of assignment with other County departments, divisions, and outside agencies; assists with inquiries regarding financial matters.
4. Maintains accurate and complete accounting records for prompt retrieval.
5. Audits books, reviews, records, and advises on accounting procedures related to area of assignment.
6. Monitors cash balances and closes accounts, funds and/or budget units; prepares journal entries.
7. Develops and maintains automated databases; reviews, verifies, codes and enters data.
8. Assists in the preparation and maintenance of the County cost allocation plan; distribute costs of labor and materials to proper cost accounts.
9. Assists with budget process; responds to requests from management for budgetary data analysis, and projections.
10. Performs other duties as assigned.

MINIMUM QUALIFICATIONS


The following are the minimum qualifications for this position. Possession of these qualifications does not ensure that an applicant will be interviewed. Applications will be reviewed in comparison with all other applications received.

Accountant I:
Knowledge of:
General accounting, budgeting, and auditing principles, practices, and procedures; cost accounting and budgeting procedures; principles of business management; financial databases and computer applications; modern office methods, equipment, and procedures; Federal, State and County laws, policies and procedures related to area of assignment.

Ability to:
Utilize spreadsheet, word processing and data base software; apply established methods of a variety of accounting transactions and problems; properly interpret and make decisions in accordance with laws, regulations, and policies; communicate clearly and concisely, orally and in writing; establish and maintain effective working relationships at all levels of the organization and with the general public.

Education and Experience:
A Bachelor's degree, or higher, from an accredited college or university in Accounting or Business Administration with a concentration in Accountancy
OR
An associate degree in accounting or business administration from an accredited college with a minimum of 9 semester units in accounting and two (2) years of full-time experience equivalent to an Accounting Technician II in Sutter County
OR
Four (4) years full-time increasingly responsible accounting experience which included significant accounting/fiscal duties and responsibilities.
OR
Any combination of education and experience that provides equivalent knowledge, skills and abilities. Some positions may require cost accounting experience.

Accountant II:
Knowledge of:
Accounting, budgeting, and auditing principles, practices and procedures; cost accounting and budgeting procedures; principles of business management; financial data bases and computer applications; modern office methods, equipment, and procedures; Federal, State and County laws, policies and procedures related to area of assignment; applications of accounting and budgeting.

Ability to:
Apply established methods of a variety of accounting transactions and problems; properly interpret and make decisions in accordance with laws, regulations, and policies; develop and implement accounting systems and procedures; provide lead supervision of assigned staff; work independently in the absence of supervision; communicate clearly and concisely, orally and in writing; establish and maintain cooperative relationships with those contacted in the course of work.

Education and Experience:
A Bachelor's degree, or higher, from an accredited college or university in Accounting or Business Administration with a concentration in Accountancy and one (1) year of full-time experience equivalent to an Accountant I in Sutter County
OR
Five (5) years of full-time experience with accounting experience which includes capital asset accounting, payroll accounting, cost accounting, and management of grants. Some positions may require cost or payroll accounting experience or any combination of education and experience that provides equivalent knowledge, skills and abilities.
SPECIAL REQUIREMENTS
Essential Duties require the following physical skills and work requirements:

Requires the ability to maintain mental capacity which allows the capability of exercising sound judgment and rational thinking under varied circumstances; the ability to exert a small amount of physical effort in sedentary to light work involving moving from one area of the office to another; ability to see; ability to hear and communicate orally; requires sufficient hand/eye coordination to perform semi-skilled repetitive movements, such as using a computer, typing, data entry, and/or use of calculators, ten-key adding machine, or use of other office equipment or supplies. Work is primarily performed in an office environment, and the position may require prolonged periods of computer and monitor use.
Disaster Service Workers:
All Sutter County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to perform certain emergency services at the direction of the department and/or County.


License or Certificate:
This classification may require a valid California driver's license.
