Facilities Specialist - (Represented IBEW)

UNION PAY RATE:
This is a union position represented by the International Brotherhood of Electrical Workers (IBEW). The starting hourly rate for this position is contractually set at $37.99.
*** Because this is a union position, the benefits differ slightly from those listed in the "benefits package" link below in the following ways:
- New employees will receive 25 days of PTO.
- Employees will receive up to 2 floating holidays per calendar year (2 if they start January - June; 1 if they start July - December).
- 2 Volunteer Days per year, starting in the next calendar year.
- These positions are represented by ATU and the terms of the bargaining agreement apply.

GENERAL PURPOSE:
Under general direction, implements the Division's maintenance plan in assigned are of responsibility, including performing a variety of buildings and grounds inspection, maintenance and repair functions; participates in planning and coordination of the maintenance plan including supervision, oversight and evaluation of contractors; provides expertise in the repair and troubleshooting of equipment installed on Sound Transit properties; provides inspection and assessment of facilities being used by the public for safe operating conditions and coordinates with Sound Transit contractors on large scope projects; responds to and is available to provide supervision and maintenance of emergency repairs 24/7; inspects systems equipment; ensures work quality and adherence to established policies and procedures; and performs technical and complex tasks relative to assigned area of responsibility.
ESSENTIAL FUNCTIONS:
The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
- Conducts regular inspections of operating mechanical, electrical and equipment systems; troubleshoots and proposes solutions of maintenance and repair problems; performs some work pending skills, complexity and duration of assignments; monitors and makes necessary adjustments to operating equipment and controls; completes 360 work order requests initiated by users within Sound Transit and consultants; and complies with the after hours and on-call program to assure effective and reliable response to planned and unforeseen incidents and repairs.
- Provides for quality assurance by creating and implementing preventive maintenance programs and recommending improvements to existing programs on an on-going basis; maintains records of installation, maintenance and repair orders to track activities ensuring work is documented and on file; prepares status reports for projects; inspects contractor's work and monitors to ensure that work is in compliance with specifications, standards and time lines; develops and maintains effective building-specific maintenance and safety procedure manuals; responds to emergencies and call-outs as required; coordinates and monitors work of staff in areas of expertise to effect repairs and ensure the safety of customers; coordinates and supervises maintenance efforts with outside contractors and technicians; and ensures compliance with applicable codes, regulations, governmental agency and company directives as relates to building operations.
- Operates specialized equipment and vehicles in areas of specialization such as fork lift truck, electrical testing devices, aerial platform, power tools, welder, vehicle equipment, air compressors, pressure washers, generators, fire control systems and passenger vehicles; participates in safety and security planning; prepares for and responds to urgent and emergency situations such as fire, evacuation, equipment failure, and customer concerns; performs snow and ice control at all facilities including operation of snow and ice removal equipment as needed; and sets up for community events at the great hall at Union Station.
- Manages and is accountable for master key system, changing key cores for workstations and offices.
- Provides support to the division/department on matters as directed; serves as staff on a variety of committees as assigned; prepares and presents staff reports and other necessary correspondence; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate; ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.

MINIMUM QUALIFICATIONS:
Education and Experience: High School Diploma/GED and two years of experience in a commercial facilities maintenance environment performing skilled maintenance and project coordination duties; OR an equivalent combination of education and experience.
Required Licenses or Certifications:
- Valid state driver's license. Position is responsible for executing maintenance program and daily facilities inspections.
Required Knowledge of and Skills:
- Operational characteristics, services, and activities of Facilities Division.
- Building control systems, basic plumbing, carpentry and electrical, lighting, and HVAC.
- Project management techniques and principles including project control systems and principles.
- Occupational hazards and standard safety practices.
- Interacting with other departments, agencies, municipalities, vendors, and the public.
- Pertinent federal, state, and local laws, codes, and regulations.
- Methods and techniques of basic report preparation, data collection and analysis of relevant information.
- Techniques to work effectively under pressure, meet deadlines, and adjust to changing priorities.
- Principles of business letter writing and basic report preparation.
- English usage, spelling, grammar, and punctuation.
- Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.
- Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.
- Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups and the general public.
- Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
- Interpreting and applying applicable federal, state, and local policies, laws, and regulations.
- Reading and interpreting construction and shop fabrication drawings, manufacturer equipment manuals, repair manuals, and building prints.
- Reading and interpreting vendor contract language.
- Coordinating and tracking multiple maintenance work orders.
- Assisting in the development and maintenance of project schedules, processes, checklists, timelines and other methods for organizing and coordinating work on a variety of maintenance tasks.
- Responding to inquiries and in effective oral and written communication.
- Applying project management and techniques and principles.
- Working cooperatively with other departments, Agency officials, and outside agencies.
Physical Demands / Work Environment:
- Work is performed both in a standard hybrid office, field, shop, warehouse, transit vehicle environments, active light rail areas, commuter rail, and bus transit facilities.
- Position is responsible for performing a variety of buildings and grounds inspection, maintenance and repair functions; may be subject to bending, climbing, crawling, eye/hand coordination, grasping, hearing, kneeling, pushing, pulling, reaching, repetitive motion, sitting, standing, talking, seeing, walking, and carrying and lifting over 50 pounds.
- Positions working in field may occasionally be exposed to dangerous machinery, extreme weather conditions, physical harm, hazardous chemicals, and/or extreme noise.
- Position includes 24 hour on call program and weekend/night shifts; position is responsible for providing supervision and maintenance of emergency repairs.
- Must be able to be medically qualified and able to wear a respirator as required.
