Overview Engineering Operations Technician II | Construction Project Controls Engineering [FHWA10010]. Full-time position in The CONUS - Vancouver, WA area, on-site at client site. Exempt W-2, eligible for overtime. Role supports FHWA WFLHD on-site engineering technicians for construction administration, schedules, budgets, and records. Work locations are generally across the CONUS with a Pacific Northwest focus (Vancouver, WA) and may involve on-site Federal Government projects in the Transportation Infrastructure sector. Responsibilities The Engineering Operations Technician II interacts with WFLHD personnel and other departments. Performs non-routine tasks including development, analysis, coordination, interpretation, and presentation of contract task orders, Critical Path Method schedules, interagency agreements, plans and specifications, project and contract documentation and records, and contractor claims. Applies knowledge and judgment to data compilation and analyses. Selects and adapts standard procedures and applies precedents to prepare project plans, task orders, or other documents related to the project management process and necessary to deliver the projects. Analyzes work and coordinates with related activities to resolve problems; independently inspects project documentation, construction records, and materials submittals. Exhibits judgment and initiative in non-routine situations; interprets applicable policies, precedents, and practices for changing situations. Drafts revised procedures as necessary due to workflow or system upgrades; may train and be assisted by lower-level contracted technicians. The COR outlines objectives and requirements; completed work is reviewed for technical adequacy and satisfaction of requirements. Shall NOT perform inherently governmental duties as defined in FAR Subpart 7.5 (examples include approving/rejecting contract submittals, approving contractual or acquisition documents, defining requirements, and setting policy). Role Location Roles are located in the Western United States - Pacific Northwest Region, at or near Vancouver, WA. Working site address: 610 East Fifth Street, Vancouver, WA 98661-3801. Qualifications Education and Experience A minimum of an Associate’s Degree in Civil Engineering Technology or related degree or equivalent course credits toward a related degree, AND at least three years’ progressive experience in construction project administration for a general contractor. Bachelor’s degree in Engineering or Engineering Technology preferred; combination of education and experience acceptable. Skills Primarily focused on Engineering Services initiatives and aligned with Program Support activities in Construction Project Controls Engineering. Advanced troubleshooting, systems operations, contractor oversight, technical reporting; knowledge of FHWA/DOT regulations; CMMS or asset management systems. Problem-solving; independent judgment; leadership; communication; compliance and risk management. Ancillary Details Leads complex maintenance activities and supports commissioning, inspections, and emergency operations. Standard skills required: proficiency in project management methodologies and tools; strong leadership and interpersonal skills; time management and prioritization; adaptability; multi-tasking; analytical and organizational skills; strong written and verbal communication.
