Position Overview

Texas Health and Human Services Commission (HHSC) is seeking an experienced Systems Analyst 3 to support PeopleSoft FSCM 9.2 financial system initiatives, with a strong focus on Accounts Receivable and Billing .

The ideal candidate will have extensive Business Analyst/Systems Analyst experience with PeopleSoft FSCM 9.2 , particularly in requirements gathering, fit-gap analysis, data mapping, system integration testing, and third-party interfaces.

The candidate must be comfortable working independently and collaborating with a large remote team. Strong written and verbal communication skills are essential.

Key Responsibilities

• Analyze business objectives, processes, problems, and system requirements.
• Gather and document detailed business and user requirements.
• Work closely with SMEs and business stakeholders to understand current processes.
• Conduct fit-gap analysis and identify alternative solutions.
• Support implementation of PeopleSoft FSCM 9.2 Accounts Receivable and Billing modules .
• Map data between PeopleSoft, legacy systems, and third-party interfaces.
• Analyze system capabilities and determine feasibility of requested system changes.
• Develop detailed functional documentation, including user needs, program functions, and required system modifications.
• Perform hands-on end-to-end system integration testing .
• Test integrations with third-party systems and interfaces.
• Support user acceptance testing and defect resolution.
• Prepare and maintain project/system documentation.
• Support training activities and knowledge transfer.
• Collaborate effectively with large, geographically distributed teams.
• Perform additional project activities as required.

Required Qualifications

Candidates must meet the minimum requirements below:

• 8+ years of experience as a Business Analyst working with PeopleSoft FSCM 9.2 .
• 8+ years of experience as a Business Analyst specifically supporting Accounts Receivable and Billing implementations .
• 8+ years of experience gathering requirements and conducting fit-gap analysis with SMEs.
• 8+ years of experience performing hands-on end-to-end system integration testing involving third-party interfaces.
• At least 4 years of experience with Microsoft Office 365 applications, including:
  • Word
  • Excel
  • PowerPoint
  • Visio
• At least 2 years of experience working with Microsoft Teams in a large-team environment .

Preferred Qualifications

The following experience is preferred:

• 4+ years working with a public-sector organization, including Federal, State, or Local Government.
• 2+ years working with the Texas Comptroller of Public Accounts (CPA) CAPPS Financials system.
• 2+ years of experience with PeopleSoft Approval Workflow Engine (AWE) .
• 2+ years of experience with SharePoint .
• 1+ year of experience with Jira .
• 1+ year working with the Scrum framework .
• 1+ year of experience working with STAT .

The strongest candidate will be a senior PeopleSoft Business/System Analyst with 8+ years of hands-on PeopleSoft FSCM 9.2 experience , especially Accounts Receivable and Billing implementations . They should have strong requirements and fit-gap analysis experience, substantial integration testing experience, and ideally Texas government/CAPPS Financials experience .
