Position Overview and Responsibilities:
This position reports to the Information Technology section within the Office of Information Technology (OIT), which provides enterprise-level business automation, custom application development, and software integration for a wide range of Department of Management Services (DMS) operations.

This position is responsible for modernizing and improving business processes within the Department of Management Services. This role contributes directly to accomplishing the agency's mission by designing, developing, and deploying agile, automated, and low-code solutions that increase operational efficiency, reduce manual errors, and accelerate service delivery to DMS stakeholders, the public, and partner state agencies. Success in this capacity relies on maintaining and enhancing existing applications while partnering collaboratively with business users, analysts, and IT team members.

Key Responsibilities:

• Low-Code Application Development: Utilize low-code application development platforms (such as Airtable, Monday.com, Smartsheet, and Microsoft PowerApps) to rapidly design, develop, and deploy user-friendly applications that meet evolving business needs. Create intuitive, responsive user interfaces to enhance user experience and productivity; integrate newly built solutions with various data sources, including SQL databases and internal state systems; and contribute to the development and maintenance of a comprehensive library of reusable application components to accelerate future agency projects.
• Business Process Analysis & Automation: Comprehensively analyze existing business processes across the agency to identify high-impact opportunities for automation. Design and develop streamlined workflows to reduce manual effort and improve operational efficiency; build and deploy Robotic Process Automation (RPA) bots and agentic AI powered by frontier models to automate repetitive tasks and bridge data gaps between systems; and continuously monitor and optimize deployed automated workflows, AI models, and bots to ensure maximum performance, speed, uptime, and reliability.
• Full Application Lifecycle Management: Actively participate in the full application lifecycle, including requirements gathering, architecture design, development, rigorous testing, deployment, and long-term maintenance. Collaborate directly with business users to understand their functional needs and translate them into precise technical specifications; design, develop, and deploy user-friendly, responsive applications and automated workflows that meet business needs; develop and execute detailed test plans to ensure the quality, security, and functionality of applications and automations prior to production launch; and provide comprehensive ongoing support, troubleshooting, and bug fixes for existing production applications. 
• Cross-Functional Collaboration & Documentation: Work effectively in a cross-functional team environment, collaborating closely with other IT developers, business analysts, and agency stakeholders. Communicate technical concepts clearly and effectively to both technical and non-technical audiences, and actively contribute to the division's knowledge base by authoring clear technical documentation of solutions, system architectures, and engineering best practices to foster continuous knowledge sharing and ensure long-term business continuity.
• Emerging Technology & Continuous Learning: Stay abreast of the latest trends, capabilities, and advancements in low-code development, process automation, RPA, and AI technologies. Actively participate in professional training, certification paths, and development opportunities to continuously enhance technical skills, and proactively explore, test, and evaluate emerging tools and technologies to improve overall agency development processes and technical solutions
• Tier-2 & Tier-3 Support: Handle tier-2 and tier-3 help desk requests related to areas of technical expertise and specialized application knowledge. Diagnose application failures, resolve workflow bottlenecks, and assist end-users with system navigation and technical support.
• Special Projects: Perform other job-related duties as assigned by management, including participating in disaster recovery exercises, adhering to workplace safety awareness policies, and attending mandatory agency meetings.

Knowledge, Skills, and Abilities:

• Low-Code & Automation Tools: Strong working knowledge of low-code development platforms (e.g., Microsoft PowerApps, Airtable, Monday.com, Smartsheet) and automation tools (e.g., UiPath, Power Automate)
• Database & Scripting: Strong working knowledge of programming and query languages (e.g., JavaScript, SQL) and database management concepts.
• Process Design & Integration: Expertise in application design, process automation, system integration, workflow development and optimization, and creating responsive user interfaces. 
• System Analysis & SDLC: Proficiency in tools for development, testing, and collaboration, with the ability to comprehensively analyze business processes and participate across all phases of the software development lifecycle.
• Troubleshooting, Security, & Governance: Strong expertise in diagnosing and resolving root-cause technical issues across complex distributed architectures. In-depth understanding of application security (OWASP), data encryption, identity access management (IAM), accessibility standards (Section 508 / WCAG), and State of Florida cybersecurity policies.
• Leadership & Stakeholder Communication: Executive-level communication skills (written and verbal) with proven ability to translate complex technical concepts to non-technical business partners, lead technical teams, and produce comprehensive architectural documentation.

Minimum Qualifications:

• Education & Experience: A bachelor’s degree from an accredited college or university in computer science, information technology, software engineering, or a closely related field AND two (2) years of professional experience in software engineering, web application development, cloud solutions architecture, low-code/no-code application development (e.g., Microsoft Power Platform), business process automation, or system analysis.
• Education Substitution: Six (6) years of professional experience in software engineering, web application development, cloud solutions architecture, low-code/no-code application development, business process automation, or system analysis can substitute for the required four-year degree and two years of experience.
• Communication: Proven track record drafting technical architecture documents, enterprise policies, and professional communications.

Preferred Technical Experience:
Demonstrated lead-level experience with the following Microsoft and enterprise development tools:

• Version Control & CI/CD: Azure DevOps / Git / Source Control Workflows
• IDE & Development Environments: Visual Studio / VS Code
• Automation & Scripting: PowerShell, Azure Automation, Webhooks
• Cloud & Low-Code Ecosystem: Microsoft Power Apps (Canvas & Model-Driven), Power Automate (including RPA), SharePoint Online Architecture, Power BI Enterprise Reporting
• Collaboration & Frameworks: Office 365 Enterprise Administration context
