Summary Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Intelligence, NIEIW Joint Processing Exploitation & Dissemination OPS Center (JPOC) in Washington, District of Columbia. Responsibilities In this position you will serve as a senior-level, expert cartographer responsible for managing and evaluating geospatial intelligence data and providing advanced analytics to decisionmakers that visually inform the organization of current trends, new trends, and previously unexplored insights gained from the perspective of "where" throughout the world. This position starts at a salary of $121,785.00 (GS-13, Step 1) to $158,322.00 (GS-13, Step 10) GS Salary: Visit this link to view the locality pay tables by geographic area. Major Duties for this position include, but are not limited to: Exploring available intelligence data to provide advanced analytics such as spatial, statistical, predictive, and link analysis to decision-makers. Planning, coordinating, and carry out analytical and interpretive assignments of considerable significance and complexity in accordance with the National Geospatial Intelligence Border strategy. Interpreting and adapting of general guidance to specific concepts, proposals, and action plans and for developing program procedures, and improved managerial, operational, and administrative procedures for Geospatial Information Systems (GIS)and matters pertaining to Full Motion Video (FMV) and GIS analysis. Responding to Requests For Information pertaining to, but not limited to spatial, statistical, predictive, and link analysis from the Office of Intelligence, CBP, and outside agencies. Performing Full Motion Video (FMV) and Geospatial Information Systems (GIS) exploitation along with geospatial data management functions for national-level datasets to included identification, compilation, modification, analysis, maintenance ,distribution, archiving and metadata attribution. Qualifications This position has a Basic Requirement: Degree: cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites). OR Combination of education and experience: courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education. Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Planning, implementing, maintaining, and expanding, large-scale, enterprise Geospatial Information Systems (GIS) architecture in a cloud (Amazon Web Services (AWS)) environment; Conducting GIS database administration (dBA) functions in enterprise geospatial databases (ArcSDE) for geospatial long-term data administration and management; Developing, implementing, and maintaining geospatial data using relational database management principles and systems (PostGreSQL) and Structured Query Language (SQL); Developing, implementing, and maintaining web GIS data services (including third-party APIs) and web GIS applications using ArcEnterprise tools (Experience Builder, Sites for Portal for GIS Esri ArcGIS, Esri ArcEnterprise); Supporting overall GIS Program Management by planning, organizing, and leading the development of requirements, budget proposals, and contracting efforts.
