DEPUTY OPERATIONS MANAGER

Introduction

The Maryland Office of People's Counsel (OPC) was created in 1924 and is the oldest office of its kind in the U.S. The People's Counsel is appointed by the Attorney General, with the advice and consent of the Senate. OPC is a State of Maryland agency, that works independently to represent Maryland's residential consumers of electric, natural gas, telecommunications, private water and certain transportation matters before the PSC, federal regulatory agencies, and the courts.

The Office of the People's Counsel is seeking an experienced and energetic Deputy Operations Manager for their office. The Deputy Operations Manager ensures smooth administrative operations for the office and fills several essential roles within the administrative team.

POSITION DUTIES


The Deputy Operations Manager serves as OPC's Procurement Officer, coordinating procurement activity and drafting and implementing contracts for more than $3.3 million in consulting services expenditures annually. The position is also responsible for oversight of all accounts payable processes and serves as vendor liaison. The position serves as a back-up to the Chief Operations Officer and has a working knowledge of all operations, compliance, financial and administrative activities of the Office of People's Counsel.


Position duties include but are not limited to:


Agency Procurement Officer

• Serve as the agency's procurement officer with responsibility for coordinating more than 50 services contracts annually.
• Manage both RFP and sole source procurement processes and ensure adherence to State procurement policies.
• Post all procurement solicitations and awards on the eMaryland Marketplace Advantage (eMMA) platform.
• For consulting services to support litigation activities, obtain required sole source justification documentation and approval from the Office of the Attorney General.
• Draft and execute contracts on behalf of OPC.
• Create purchase orders in FMIS. Prepare and submit required procurement reports from the Department of General Services (e.g. PAAR reporting).
• Serve as Vendor Liaison - manage MBE, SBR and VSBE designations; process company address changes; track agency payment methods; and review vendor registration status and standing with SDАТ.
• Serve as the agency's Procurement Card Program Administrator.

Deputy Administrator

• Coordinate all accounts payable invoice processing. This includes logging of all incoming invoices, checking invoices against approved contract rates, capturing necessary approvals from lead attorneys and other staff, and coordinating with the fiscal administrative officer to ensure timely payments are made in FMIS / with the General Accounting Division.
• Support the Chief Operating Officer with annual upkeep of the agency's Policies and Procedures Manual, and drafting of new policy documents as needed.
• Provide additional financial administration support in accordance with the State's accounting policies and procedures.
• Serve as back-up for miscellaneous office operations duties including a range of Fiscal, HR, Facilities Management, IT and Strategic Planning responsibilities in the Chief Operating Officer's absence.

Agency Records Officer

• Serve as agency records officer, manage agency records retention schedule and oversee proper archival and deletion of agency records. Monitor OPC's electronic file organizational structure to ensure staff adherence to document filing protocols.
• Serve as agency Public Information Act (PIA) liaison, coordinate responses to PIA requests.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.


Experience: Six years of administrative staff or professional work.


Notes:


1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.


2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.


3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.


4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
