Job Summary

We are seeking an Administrative Data Management Analyst to support research and evaluation projects involving complex administrative data matching and analysis. The consultant will work under the guidance of senior research and evaluation leadership to develop analytic datasets, maintain data documentation, and ensure data management practices support transparency and reproducibility.

The role requires strong experience with SAS, data management, data matching, documentation, and data governance , along with the ability to work with sensitive administrative data while maintaining privacy, confidentiality, and security.

Key Responsibilities

• Create and maintain analytic datasets using matched administrative records and existing SAS code.
• Adapt and update code from previous data-matching projects for new datasets and records.
• Develop and maintain data dictionaries for primary and topic-specific datasets.
• Document data management and dataset creation processes to support transparency and reproducibility.
• Review, annotate, and maintain SAS code used for data matching and analysis.
• Support the development of analytic datasets and documentation for multiple research and evaluation projects.
• Review existing documentation for data-matching projects and identify and address knowledge gaps.
• Follow established data governance, privacy, confidentiality, and security requirements when handling administrative data.
• Collaborate with research and evaluation teams to ensure data is accurately managed and documented.

Required Qualifications

• Experience with administrative data management and data matching .
• Strong experience with SAS programming , including reviewing, adapting, and documenting SAS code.
• Experience creating analytic datasets and data dictionaries .
• Strong understanding of data documentation, data governance, and data quality practices.
• Ability to work with multiple administrative data sources and complex datasets.
• Strong analytical, organizational, and documentation skills.
• Experience handling confidential or sensitive data in accordance with privacy and security requirements.
• Ability to work independently while collaborating effectively with research and project teams.

Preferred Experience

• Experience supporting public health, healthcare, government, or research/evaluation projects .
• Experience working with large-scale administrative datasets.
• Experience with data matching/linkage across multiple data sources.
• Knowledge of reproducible research and data management best practice
