Fiscal Specialist

Job Purpose This position is located in the DEA, Human Resources Division, Office of Training, Academy Operations Section, Financial Management Unit (OTAF). The primary purpose is to approve invoices and vouchers for payment in a highly automated financial management and acquisition system; perform analysis of financial information using queries and reports; provide customer support; validate accounting data, reconcile accounts; and analyze accounting processes. Responsibilities For the GS-09 grade level, responsibilities include: Assisting with processing invoices, travel requests, reimbursements and account information. Supporting invoice and voucher processing by checking documents against policies and regulations. Reviewing records and documents to ensure information is accurate and complete. Performing routine research on outstanding payments or financial discrepancies. Identifying simple errors or missing information and following established procedures to correct them. Communicating with vendors and internal offices to obtain or provide routine information. For the GS-11 grade level, responsibilities include: Resolving transaction issues by researching discrepancies, missing information or payment errors. Providing guidance and customer support on financial, accounting and travel-related transactions. Processing and verifying invoices, contracts, travel orders, and reimbursement claims using financial systems. Preparing reports and providing status updates on financial activities and processing timelines. Conducting detailed reviews to ensure payments meet agency regulations and internal controls. Assisting with audits by gathering and organizing requested documentation. Qualifications for GS-09 Applicants must meet one of the following: A. Specialized Experience Have at least one full year of specialized experience equivalent to GS-07 work level. Specialized experience includes paid or unpaid experience, including volunteer work through National Service programs or other organizations. The following experience is required: Assisting with processing invoices, travel requests, reimbursements and account information. Supporting invoice and voucher processing by checking documents against policies and regulations. Reviewing records and documents to ensure information is accurate and complete. Performing routine research on outstanding payments or financial discrepancies. Identifying simple errors or missing information and following established procedures to correct them. Communicating with vendors and internal offices to obtain or provide routine information. B. Education Have a Master’s or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree; or an LL.B. or J.D. if related. C. Combination of Education and Experience A combination of education and experience may be used to qualify if the computed percentage of the requirements is at least 100%. Compute the percentage by dividing total months of experience by 12, then dividing total number of completed graduate semester hours beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Qualifications for GS-11 Applicants must meet one of the following: A. Specialized Experience Have at least one full year of specialized experience equivalent to GS-09 work level. Specialized experience includes paid or unpaid experience, including volunteer work through National Service programs or other organizations. The following experience is required: Resolving transaction issues by researching discrepancies, missing information or payment errors. Providing guidance and customer support on financial, accounting and travel-related transactions. Processing and verifying invoices, contracts, travel orders, and reimbursement claims using financial systems. Preparing reports and providing status updates on financial activities and processing timelines. Conducting detailed reviews to ensure payments meet agency regulations and internal controls. Education Have a Ph.D. or equivalent doctoral degree, or three full academic years of graduate-level education leading to such a degree; or an LL.M. if related. C. Combination of Education and Experience A combination of education and experience may be used to qualify if the computed percentage of the requirements is at least 100%. Compute the percentage by dividing total months of experience by 12, then dividing total number of completed graduate semester hours beyond the second year (total graduate semester hours minus 36) by 18.
