SENIOR MANAGER, TRADE COMPLIANCE

Position SENIOR TRADE COMPLIANCE MANAGER Location: Victor, NY Job ID: 375 Openings: 1 Job Summary Lead day‑to‑day trade compliance operations, ensuring adherence to U.S. and foreign export controls, sanctions, and customs regulations. Partner with Legal and other functions to manage risk, classification, licensing, and training. Essential Functions Ensure compliance with EAR, ITAR, OFAC, CBP, and related regulations. Provide expertise in ITAR/EAR and sanctions/EU regulations. Draft and submit export license applications and approve transaction requests. Manage commodity jurisdiction (CJ) and commodity classification (CCATS) requests and reports. Maintain trade compliance records per regulatory requirements. Develop and deliver export awareness training and compliance modules. Embed with engineering, manufacturing, and customer‑facing teams to enforce controls. Develop and refine policies, procedures, and work instructions. Collaborate with cross‑functional teams to ensure end‑to‑end compliance. Conduct denied‑party/OFAC and BIS Affiliate Rule screening. Partner with external groups (US Commercial Service, customs brokers, etc.). Monitor regulatory changes and assess impact on operations. Represent the Company in customer and partner engagements. Lead and mentor 1–3 direct reports. Assist with internal and external inquiries, audits, and corrective actions. Lead periodic self‑audits and risk assessments. Knowledge & Skills Required Bachelor’s degree in Business, International Studies, Information Technology, Engineering, or related field (equivalent experience accepted). 5+ years of trade compliance experience. 3+ years supervisory experience. Demonstrated ability to lead projects and compliance initiatives. Strong knowledge of ITAR (USML), EAR (ECCN), and denied‑party/OFAC screening. Expertise preparing and submitting license applications, CCATS, and CJ. Experience with license exemptions and exceptions. Proficiency with DECCS, SNAP‑R, ACE, and ERP systems. Experience with U.S. DoD and foreign defense contracts. Familiarity with FTAs, country of origin rules, and valuation methods. Experience drafting and executing internal trade compliance policies. Excellent oral and written communication skills, including presentations. Strong organizational skills with exceptional attention to detail. Preferred Knowledge & Skills Proficiency in ITAR USML Category XI and EAR Encryption technologies Category 5. Certified Export Specialist (CES) or equivalent credential. Experience with AI impacts on Export Compliance practices. Special Working Conditions Hybrid work environment (work‑at‑home and in‑office). Occasional extended work hours to meet project/customer goals. Physical Requirements Ability to work at a computer workstation for extended periods; requires hearing, visual acuity, and manual dexterity. Office‑based with limited travel; lifting requirements are minimal. Organizational Context Direct supervision of 1–3 export and trade compliance staff.
