Chief Administrator
Chief administrator for all campuses in Manor ISD and oversees the operations, teaching, and learning as well as oversees all principals. Supervise campus leadership teams and the implementation of campus improvement plans. Incumbent is responsible for ensuring the implementation of the Board's policies while working within the boundaries of the executive limitations. Provide direction, supervision, and review of educational programming for all campuses. This position works to actualize the district's vision for student success and achievement by incorporating best practice strategies and tools for innovation and the rigorous implementation of standards and effective instructional practice. Collaborate with other departments and leaders in the central office to provide and broker necessary resources and support to ensure campuses improve student achievement and academic outcomes for all students. Supervise and support Directors and Principals in developing and sustaining systems and processes to address campus and student needs as well as to comply with local, state, and national rules, laws, and regulations, serving as a role model for all leadership responsibilities.
Qualifications/Certifications
- Master's degree required; Doctoral degree is preferred
- Texas administrative certification is required
Special Knowledge/Skills
- Knowledge of educational trends and goals, effective school concepts and principles, and use of research and proven best practices in education
- Knowledge of effective instruction, curriculum, special programs, resources, and site-based improvement
- Ability to facilitate group processes that lead to quality outcomes in the areas of implementation and evaluation of curriculum, instruction, and school improvement
- Ability to foster effective communication and working relationships with others in the organization, especially principals
- Knowledge and skill in the use of personal computers and commonly used software applications, including Microsoft Word and Excel
- Demonstrated leadership and management skills and ability to to communicate effectively both orally and in writing
Experience
Five years of successful administrative experience, including either five years as a principal or three years of supervisory experience overseeing principals and two years of other administrative experience.
Duties & Responsibilities
- Provide leadership, guidance, and supervision to administrators within the division and principals to increase the capacity for instructional leadership within the school community.
- Collaborate with campus principals, executive directors and directors to ensure equitable and quality implementation of district goals and standards of service in all schools.
- Observe schools, evaluate quality of functioning and level of attainment of campus improvement goals; prepare regular status reports for the Superintendent, Deputy Superintendent, Board, and TEA as directed and required.
- Maintain a close working relationship with Principals to ensure information exchange, coordination of efforts, and general support for the decision-making process.
- Encourage teamwork, collaboration, and partnerships among schools to develop and accomplish common goals aligned with District priorities and strategies.
- Work actively with principals to ensure students are prepared for success with a smooth transition from elementary school to middle school and middle school to high school.
- Provide leadership and coordination for the District's curriculum alignment initiatives; work to promote systems of alignment that ensure curriculum, teaching materials, assessment, and staff development are linked throughout the PK- 12 grade levels.
- Participate in development of district-wide budget; present and justify relevant budget segments.
- Monitor administration of funds and provide status reports as needed.
- Monitor campus non-instructional operations for adherence to established quality standards and policy.
- Assist in establishing short and long-term plans for individual campuses; develop priorities with assistance of the Superintendent and others as appropriate.
- Assist with establishing policies and guidelines for schools.
- Supervise and collaborate with Human Resources, Deputy Superintendent and Superintendent for the principal selection process; oversee selection of other staff as appropriate. Perform other personnel functions such as approving leaves of absence and making termination decisions.
- Establish basic responsibilities and priorities of principals and other staff; assign projects to administrative/clerical staff, principals, and others as needed.
- Provide written evaluations of principals and other staff based on District performance evaluation procedures; meet with each individually to discuss performance, provide feedback, and establish future goals; continually evaluate quality of performance using student achievement data, status of Campus Improvement Plan, personal observations, and public comment.
- Plan and implement professional development programs based on school level priorities, certification requirements, administrator preference, and funds available; uses support provided by Education Service Center, TEA, and area universities when possible; provides counseling to administrative/clerical staff and principals on professional development.
- Take disciplinary action and conduct grievance hearings as necessary for District staff.
- Provide an exceptional customer experience for all MISD stakeholders with intentional and professional practices that promote a culture of respect and focus on achieving equitable outcomes.
- Coach Directors and assigned principals to design effective campus-level systems for improving teaching and learning, building strong school cultures, and efficiently managing operations.
- Ensure compliance with federal laws, state laws and District policies.
- Carry out supervisory responsibilities in accordance with the organization's policies and applicable laws.
- Work with Directors to facilitate the development of course/master schedules, student information guides, and common choice sheets among schools.
- Monitor practice and plans to ensure all students and stakeholders are treated fairly and equitably at each campus.
- Support principals in developing school communities and programming that meet the diverse cultural and learning needs of each student.
- Serve as the District Coordinator of School Improvement (DCSI) for the Texas Education Agency.
- Across campuses, implement structures and practices to confront and alter institutional biases of student marginalization, deficit-based schooling, and low expectations associated with race, class, culture and language, gender and sexual orientation, disability, or special status.
- Other duties as assigned by the Superintendent and Deputy Superintendent.
