Job Title Procurement Specialist II (NS) – Position No. 65027780 – Grade NC12 About the Agency The North Carolina Department of Public Instruction (NCDPI) implements state public school laws from pre‑kindergarten through 12th grade. Description of Work The primary purpose of this position is to procure highly specialized and/or technical commodities in accordance with NC General Statutes, NC Administrative Codes, and Department of Administration guidelines. The Procurement Specialist engages in purchasing activities for the Division of Purchase & Contract (P&C) and the Statewide IT Procurement Office. Responsibilities Review requisitions and determine appropriate acquisition procedures based on the nature of the item and dollar amounts. Issue purchase orders and coordinate the execution of purchase agreements. Prepare complex, high‑risk commodity, material, and equipment procurements as well as less complex, low‑risk service procurements. Coordinate with officials and end users to assess purchasing needs and legal requirements, advising on current technologies, procurement methodologies, sourcing strategies, and best practices. Support end users during the requisition process and participate in vendor meetings to ensure contract compliance. Develop Requests for Proposals (RFPs)/Invitations for Bids and conduct bid openings. Analyze quotes or bids received to determine bidders’ responsiveness to requirements. Qualifications Bachelor’s degree from an accredited institution and two years of procurement experience, or an equivalent combination of education and experience. Experience with E‑Procurement, E‑Quotes, and the North Carolina Financial System (NCFS). Strong knowledge of procurement regulations, sourcing strategies, and contract administration. Compensation Annual salary range: $47,703.00 – $68,068.00.
