We are seeking a dynamic Contract Compliance Manager to build and lead a company-wide compliance program within a growing utility infrastructure services organization. This highly visible role will work directly with the General Counsel and senior leadership to establish governance, develop policies and procedures, oversee regulatory compliance, and strengthen internal controls across multiple business functions.

 

Our client is a profitable American-owned utility infrastructure services provider focused on continued growth and operational excellence. This newly created role will establish scalable compliance processes supporting contractor and business licensing, internal audits, regulatory reporting, policy development, subcontractor compliance, and enterprise risk management. The Compliance Manager will partner closely with Legal, Operations, Procurement, Engineering, Finance, HR, and EHS to ensure regulatory compliance while driving continuous improvement across the organization.

 

Essential Job Functions include:

• Partner with senior leadership and department heads to identify compliance risks, regulatory obligations, and business priorities.
• Build and manage the company's enterprise compliance program, including governance, policies, procedures, and internal controls.
• Develop and maintain compliance calendars for business licenses, contractor licenses, certifications, regulatory filings, and audit activities.
• Lead contractor qualification, subcontractor compliance, insurance verification, and licensing programs across multiple jurisdictions.
• Conduct internal compliance reviews, investigations, audits, and corrective action initiatives to reduce organizational risk.
• Develop executive reporting, compliance dashboards, metrics, and recommendations to improve visibility and accountability.
• Serve as the primary liaison with regulatory agencies, auditors, outside counsel, and external compliance partners.
• Proactively identify compliance gaps, operational risks, and process improvement opportunities while recommending practical business solutions.

 

Qualifications and Experience Required:

• BS/BA in Business, Legal Studies, Finance, Public Administration, or related field preferred.
• Professional compliance, paralegal, audit, or regulatory certification is a plus but not required.
• 10+ years of progressive experience in compliance, regulatory affairs, contract compliance, licensing, risk management, auditing, or related disciplines.
• Experience building or significantly enhancing enterprise compliance programs, governance frameworks, policies, and internal controls.
• Strong knowledge of contractor compliance, business licensing, regulatory reporting, audit management, and multi-state compliance requirements.
• Demonstrated success partnering directly with executive leadership to evaluate risk, improve processes, and implement sustainable compliance programs.
• Excellent communication and relationship management skills with the ability to influence leaders across Legal, Operations, Procurement, Engineering, Finance, HR, and EHS.
• Experience developing compliance metrics, executive reporting, investigations, corrective actions, and enterprise-wide policy management.
• Construction, infrastructure, manufacturing, utility, engineering, environmental services, or government contracting experience preferred.
• Self-sufficient, proactive, and comfortable influencing across a matrixed organization without direct authority.
• Hybrid work schedule from the Perry, GA office with occasional travel as business needs require.
