Brief Summary of Job Duties:

This position will serve as an HR Business Partner for the Division of Student Affairs working in both clinical and non-clinical environments. The Student Affairs Human Resources Business Partner is the primary point of contact for Student Affairs supervisors, managers, and leadership for all HR matters related to an employee's lifecycle: recruiting, on-boarding, performance management, compensation, classification, staff engagement, employee conduct and discipline, terminations and off-boarding. Reporting to the Director of Business & Administration (Student Life), this position is characterized by a high degree of collaboration and coordination in the delivery of professional level HR services to support Student Affairs organizational objectives and strategies, in close partnership with the campus Human Resources Employee and Labor Relations (ELR) team. The responsibilities and goals assigned to the job may shift in response to changing goals and objectives and the demands of HR-related initiatives.

Required Qualifications:

  • Bachelor's Degree in Human Resources Management, Administration or a related field, or an equivalent combination of education and experience.
  • 4-6 years Significant, progressive generalist experience in the field of Human Resources that demonstrates HR leadership, advanced knowledge of human resources concepts, best practices, risk implications, and compliance requirements of Federal and State laws/regulations across the full scope of HR functions.
  • 4-6 years Direct experience with the following Human Resources functions: recruitment, employee onboarding, separation and off-boarding, records management, employee relations, compensation administration and job evaluations, and performance management.
  • 4-6 years Experience with translating the long-term vision for the organization into HR work plans that align HR priorities with broader goals, measure outcomes, and use feedback to change as needed.
  • 1-3 years Experience interfacing with enterprise human resources systems and with extracting data and information from such systems in support of analysis, reporting, tracking, etc.
  • 1-3 years Highly skilled in communicating clearly and effectively verbally and in writing. Possesses well-developed active listening skills.
  • 1-3 years Demonstrated ability to clearly and effectively share information, seek input from others, and adapt communication to diverse audiences.
  • 1-3 years Strong interpersonal skills and the ability to work successfully as an individual and as part of a team and/or serve as a team leader.
  • 1-3 years Proven ability to build effective working relationships. Ability to collaborate, influence and command the respect and confidence of campus partners and have the capacity to deal with a wide range of relationships and situations.
  • 1-3 years Adaptable to thrive in a fast-paced, changing environment. Flexible in adjusting priorities and reallocating efforts to meet evolving HR needs and initiatives.
  • Practices behaviors that promote diversity and inclusion in dealings with and on behalf of the University, consistent with laws, regulations, UC policies and Principles of Community.
  • Skill in reading, understanding, interpreting and applying staff personnel and payroll policy and collective bargaining contracts and departmental regulations.

Preferred Qualifications:

  • 1-3 years Project Management: Experience in project management is beneficial for overseeing HR-related projects and initiatives from conception to implementation. This includes setting timelines, allocating resources, and ensuring successful project delivery.

Job Functions and Percentages of Time:

50% Employee Relations and Performance Management:

Manages employee relations issues and tracks/supports follow-up actions from inception to closure, in partnership with central campus HR. Serves as an intake and coordinating point for all Student Health Service (SHS) HR matters and Division of Student Affairs as requested. In consultation with Employee and Labor Relations (ELR), advises supervisors on disciplinary matters, researches the applicable Collective Bargaining Agreement and policy provisions, serves as the primary liaison between Student Health Service (SHS)/Division of Student Affairs and UCSB Employee Labor Relations (ELR).

Functions as point of contact for Union Business Leave (UBL) requests from ELR. Coordinates with ELR and supervisors for approval and communicates with timekeeper to ensure proper recording of UBL and submission of reimbursement forms to ELR. Conduct quarterly audits to ensure payments have been appropriately applied. Functions as point of contact for Request for Information (RFI), employment and union notices from campus HR and ELR. Distributes communication to employee groups per HR and ELR instructions. Ensures departmental is in compliance with required postings. As requested by ELR, supports union strike activity coordination and communication to supervisors and employees. Tracks and reports absences to ELR as requested. Communicates with the timekeeper to ensure recording of absences is aligned with instructions from ELR and campus timekeeping teams.

Identifies and evaluates employee relations matters to support a positive work environment and mitigate potential challenges for the department. Consults and works jointly with SHS/SA supervisors, and ELR to develop strategies and solutions regarding employee issues. As such, trains and coaches' supervisors in applying effective human resource management techniques for their employees. Responds to audit inquiries/investigations and records requests regarding HR issues.

Advises managers/supervisors on performance review deadlines as well as UC Learning Center mandatory training requirements, and develops team performance management goals. Identifies and evaluates employee relations matters to mitigate potential challenges for the department.

Consults and works jointly with the directors to develop strategies and solutions regarding employee issues. Trains and coaches managers/supervisors in applying effective human resource management techniques for their employees. Through directors, managers, supervisors, and team leads, monitors work restrictions and reasonable accommodations. Works collaboratively with SABA leadership to maintain divisional personnel files. Serves as the custodian of personnel files in Student Health. Lead for personnel file review and audit for SHS accreditation visits.

Functions as an experienced professional who knows how to apply theory and put it into practice with in-depth understanding of the professional field of human resources to deliver HR services to the Division of Student Affairs organization in the areas of employee relations. Consults and coordinates with campus HR in accordance with campus policies and guidelines on matters requiring campus HR approval, consultation, and coordination in order to provide experienced guidance and direction to SHS leadership and supervisors in responding to problems that are diverse and complex in scope.

Directs employees and supervisors to central HR on complex matters including paid and unpaid leave administration, reasonable accommodation requests, worker's compensation injuries and accommodation, etc. Works on problems that are diverse and complex in scope, where analysis of situations requires a review of multiple factors. Documents and provides resolution proposals to ELR on grievances.

Broad job knowledge and a knowledge of policies and procedures are required to complete substantive assignments, projects, and tasks that are diverse and complex. Integrates HR service delivery with a strong understanding of SHS and the Division of Student Affairs organizational priorities. Establishes on-going work plans to ensure best practices and internal procedures to achieve excellent customer service, aligned with SHS/Division of Student Affairs objectives and campus HR objectives.

35% Recruitment & HR Workforce Support:

Develops and/or guides the development of a wide range of job descriptions for all levels of managers, supervisors, and employees. As requested, supports the recruitment and talent acquisition process, working closely with central HR departments and external search firms when needed. Ensures that all hiring efforts align with diversity, EEO, and affirmative action goals. Contributes to proactive workforce planning, which involves assessing current staffing levels, organizational needs and restructures, and employee specializations to support strategic objectives. Provides leadership in the hiring, termination, discipline, training and motivation of employees. Participates in the on-boarding and off-boarding of employees, including reviewing policy information. Engages with management to understand each department's personnel related challenges and provides targeted support and guidance, with functional responsibility for coordinating the delivery of human resource related actions, in collaboration with central campus HR. Develops and maintains personnel and administrative support systems. Serves as an internal resource on policy issues which includes several collective bargaining units.

10% Engagement & Welfare:

Develops employee engagement programs and activities based on engagement survey results and organizational strategies. Establish and maintain an ongoing training program framework to address performance and capability gaps and maximize the development of current talent by encouraging personal and professional growth of staff. Functions as an experienced professional who knows how to apply theory and put it into practice with in-depth understanding of the professional field of human resources to deliver HR services in the areas of employee engagement and retention, separation and off-boarding, training and development, records management, and other areas of HR.

5% Other Duties:

Participates in regular meetings and divisional workgroups as assigned. This position requires participation in cross-training to support different levels and functions and ensure flexibility during peak periods or staff absences. Additionally, this position will assist with special projects.
