Training Specialist
The Training Specialist will provide instructor-led skills training to employees from all areas of the organization. They are involved in all aspects of the training process - analyzing needs, designing and developing training, presenting the training, and conducting evaluation. Skills and content covered in the training include leadership, management, and professional and technical skill development. Training may also include application of technology to work processes. They are also responsible for other training-related functions, such as management of learning initiatives and facilitation of work and project groups. In addition, they provide facilitation and some administration of the Council's New Employee Orientation (NEO) programming (every Monday, except agency holidays).
The Training Specialist will:
- Design, develop and deliver skills training to Council employees consistent with adult learning principles, making effective use of presentation technology and using a variety of instructional techniques and formats, including presentations, skills practice, simulations, team exercises, group discussions, videos, etc.
- Participate in administration, coordination, and project management of learning-related programs, such as workshop series and orientation for new employees. This includes independent oversight of programs as well as collaboration with other members of the Learning and Organization Development (LOD) team on projects that involve interventions in addition to instructor-led training.
- Analyze training needs in assigned situations to determine the difference between the actual and desired performance. Analysis may include interviews, surveys, and observation of performance.
- Build and maintain positive relations with Council managers, LOD managers and supervisors to uncover and respond to training needs.
- Organize, coordinate and maintain New Employee Orientation and Onboarding program in cooperation with LOD management, Talent Management, all Metropolitan Council divisions, volunteer facilitators, Benefits and Safety.
- Facilitate workgroup and project team meetings as assigned, employing effective facilitation techniques, such as listening effectively, encouraging participation, focusing on desired results and recording information accurately.
- Perform other related duties as assigned.
Minimum qualifications:
- Any of the following combinations of completed education in education, adult education, instruction, human resources development, industrial relations, psychology, social sciences, business, public administration, or a related field AND experience in human resources development or adult education:
- High school diploma/GED AND seven or more years of experience
- Associate degree AND five or more years of experience
- Bachelor's degree AND three or more years of experience
- Master's degree AND one or more years of experience
Desired qualifications:
- Training certifications in areas such as Myers Briggs Type Indicator, DISC, StrengthsFinder (Strengths-Based Leadership), IDI – Intercultural Development Inventory, Social Styles, 360 Assessments, etc.
- Experience with Microsoft PowerPoint to include creating new presentations, presentations from templates, and presentations that incorporate animation and multimedia.
- Experience with Microsoft Teams, Microsoft Forms, and Microsoft Excel.
- Experience facilitating learning via multiple vehicles, such as instructor-led training (ILT), virtual instructor-led training (VILT), leader-led learning, self-study, blended learning, just-in-time learning/webinars, and e-learning.
- Experience with workplace inclusion and equity topics and training approaches.
- Experience providing diversity perspective and cultural competence to training programs.
- Experience organizing, coordinating, and maintaining New Employee Orientation, Onboarding programs, and/or other employee development programs.

Anticipated Starting Salary Range: $92,997 - $111,000
Full Salary Range: $81,973 - $132,933
