The primary purpose of this position is to provide supply operations support pertaining to specialized or unique supplies and equipment as well as serve as the Government Purchase Card holder for Civil Engineer Operations. Responsibilities Conducts extensive searches for information pertaining to complex and/or unusual supply transactions and patterns. Provides supply support for production, overhaul, repair, or other operations for equipment and/or parts requiring special handling. Prepares recurring and special reports. Compiles statistics from data requiring substantial analysis, interpretation, and development of new formats. Performs administrative office support functions and maintains cooperative working relationships with team members, related functions, and operating officials. Serves as Material Purchaser. Provides, coordinates, conducts, and executes Government Purchase Card purchases and Blanket Purchase Agreement transactions. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes includes thorough knowledge of governing supply regulations, policies, procedures, and instructions, and an intensive knowledge of local supply requirements to ensure supply support for production, overhaul, repair, or other operations for urgent, critical shortage, and other special items. Knowledge of standard office equipment such as electric/electronic typewriters, copiers, fax machines, and office automation systems to perform substantial range of office automation support. Knowledge of solicitation or purchasing methods, such as would be acquired through extended training or experience, to make competitive or sole source small purchases. Knowledge of price analysis techniques to evaluate prices or costs for requirements with inadequate price history or evaluate allowable charges for requirements involving special cost features. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of governing supply regulations, procedures, and instructions; and supply functions, operations, program requirements, and work methods. Knowledge of data entry and processing of supply transactions in an automated supply system; correct grammar, spelling, punctuation, capitalization, and format to accurately prepare and edit written correspondence and reports; and various office automation software programs, tools, and techniques to support office operations and produce a variety of documents, such as letters, reports, spreadsheets, databases, and graphs. Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute budgets and financial goals in support of the mission, structure, goals, work processes, and programs of the organization. Ability to effectively communicate, both orally and in writing and knowledge of report writing techniques to present factual information clearly. Ability to plan and organize work and coordinate with other civil engineering disciplines. Ability to read, interpret, and apply applicable reference material, such as supply regulations, manuals, catalogs, records, orders, etc., to accomplish tasks and resolve complex supply problems; and to apply basic analytical methods and techniques to resolve complex supply problems and/or deviate from normal supply management procedures or program requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
