The primary purpose of this position is: Manages all ANG Unit Type Codes (UTC) from cradle to grave. Provides expert guidance and direction to National Guard Bureau (NGB) Functional Area Managers (FAMs) on UTC development and maintenance.

Duties

Help

1. Oversees the management of over 25,000 Personnel and Equipment UTCs within key ANG functional areas. Ensures completion of tasks related to deliberate/adaptive planning and execution of all standard and non-standard ANG UTCs.
2. Reviews Operational Plan/AEF requirements and determines which logistics requirements are valid to the ANG Logistics Directorate (A4), and assists FAMs in sourcing logistics ANG personnel and equipment to fill requirements.
3. Analyzes UTC Manpower Force packaging Reporting Tool (MEFPAK) and UMIS/UTA data for ANG UTCs, identifies and updates changes to ANG UTCs and coordinates changes with ANG FAMs and units. Notifies ANG FAMS and units of monthly updates and provides data to units.
4. Applying logistic experience: analyzes, develops, and evaluates database data, and develops recommendations to resolve unit data submission deficiencies and issues of effectiveness and efficiency of work operations in a major command program.
5. Maintains a continuous liaison with other ANG and NGB Joint Staff, Air Staff, other Service headquarters counterparts and DoD offices.

• Expertise in JOPES/DCAPES, LOGMOD, SORTS, ART and DRRS is highly desirable.
• Position requires a high degree of judgment, resourcefulness, originality and the ability to foresee the impact of changing technology.
• Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
• The employee is required to work other than normal duty hours, which may include shift work, evenings, weekends, and/or holidays.
• The incumbent is subject to short or no-notice recall to duty for emergency situations or exercises.
• Position may perform other related duties as assigned.

• This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Category II /Type 5 (Code O).

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Logistics Management Series, 0346.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes; Mastery of a wide range of qualitative and quantitative methods and techniques for the assessment of major aspects of Unit to resolve issues or studies concerning the efficiency and effectiveness of program operations toward development and/or improvement of critical command plans and programs for conducting major operations such as war, mobilization, rescue, mission and flying operations, humanitarian relief, deployment, Planning Programming and Budgeting System (PPBS), special operations or similar operations. extensive knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Extensive knowledge of a wide range of qualitative and quantitative methods to participate in the assessment and improvement of MAJOM level plans, programs and UTC utilization for conducting major operations.

2. Extensive knowledge of the Air Force Global Force Management process, Reserve Component Period (RCP) to include Combatant Commander Operation Plans (OPlan), adaptive planning, joint operations planning and Combatant Commander (COCOM) requirements.

3. Skill in designing and conducting comprehensive force management analysis and preparing solutions to resolve critical and substantive problems and issues of mission effectiveness and efficiency. Issues are immediate or long-term in nature and generally involve mission planning and changes to existing unit missions.

4. Ability to plan, organize and negotiate effectively with senior analysts, military officers and management to accept and implement recommendations where proposals involve critical or substantial resources and require extensive changes in established concepts and procedures.

5. Ability to draw together diverse concepts; communicate effectively, both orally and in writing, negotiate and mediate complex issues and maintain good working relationships with internal and external contacts.

6. Ability to interpret and deconflict guidance from multiple sources; transforming clear, concise and easily understood guidance and policies. Must analyze multi-faceted complex situations; develop courses of action for execution with impacts and implementation directed actions upon approval.

7. Detailed knowledge of ANG, HQ USAF, and OSD planning, tasking, and management databases to include, but not limited to: Logistics Module (LOGMOD), Joint Operational Planning and Execution System (JOPES),Aerospace Expeditionary Forces Reporting Tool (ART), Status of Resources Training System (SORTS), UTC Management Information System (UMIS) and the Defense Readiness Reporting System (DRRS).

8. Detailed knowledge of joint and Air Force doctrine, adaptive and crisis action planning and operational concepts.

9. Ability to lead planning teams: originate new ideas, projects and methodologies; execute projects within established time constraints
