QUALIFICATIONS:

• Demonstrated knowledge of government, nonprofit, or public sector fund accounting principles, as well as budgeting processes and financial management practices.
• Bachelor's degree in accounting or business administration from a regionally accredited or NYS-registered college.
• Able to work independently, multitask, solve problems, and meet deadlines.
• Skilled in Microsoft Office, including creating complex Excel spreadsheets for budget tracking and financial reporting, preparing PowerPoint presentations for board meetings, and utilizing Outlook for efficient communication and scheduling.

JOB DESCRIPTION:

• Oversees business operations in line with Board of Education policies, administrative guidelines, and generally accepted accounting principles (GAAP), ensuring compliance and providing recommendations to the Board regarding policy updates as needed.
• Holds responsibility for maintaining all financial records and accounts associated with the agency, makes final approval decisions on record accuracy, and resolves discrepancies.
• Manages staff and ensures smooth daily operations, including addressing workflow challenges and implementing process improvements for greater efficiency.
• Handles district cash management, including keeping records of investments, debts, and payments on notes and bonds, and makes final decisions on investment strategies and debt repayment schedules.
• Prepares all financial reports required by the Board of Education, Superintendent, and relevant State or Federal agencies overseeing public school funds; successfully coordinates annual audits and corrective action plans.
• Reviews and signs extracurricular fund documents to ensure compliance.
• Organizes external audits for all district financial records, provides recommendations to the Board based on audit findings, and implements corrective actions as needed.
• Manages transfers and wire transactions involving district funds, makes final approval decisions on transfer amounts and timing, and resolves any transaction-related issues.
• Reviews monthly bank reconciliations and prepares the Treasurer's Report for the Board of Education.
• Provides cash flow analysis upon request from the Assistant Superintendent for Business.
• Prepares monthly collateral and interest spreadsheets and identifies opportunities for maximizing interest earnings.
• Acts as signatory for all District disbursements.
• Oversees the scholarship fund and fiduciary accounts.
• Manages the Asset Management System for the agency.
• Completes additional tasks assigned by the Superintendent or Assistant Superintendent for Business.

STATUTORY RESPONSIBILITIES (NYS Education Law):

The District Treasurer serves as the chief accounting officer and custodian of all district funds, with duties defined under New York State Education Law 2122, including but not limited to:

• Receiving and safeguarding all district funds from any source.
• Receiving tax collections and state-apportioned funds.
• Disbursing funds only upon proper authorization.
• Providing detailed financial reports to the Board of Education.
• Rendering a full annual accounting of all receipts and expenditures.
• Filing an official undertaking (bond) to ensure faithful performance of duties.

These responsibilities must be carried out in strict accordance with New York State law and Board policy.
