ABOUT THE POSITION

Wastewater System Operator II/III Base Pay (effective July 1, 2026):

• Wastewater System Operator II: $31.01 – $38.05
• Wastewater System Operator III: $37.09 – $45.52

Base Pay (effective July 1, 2027):

• Wastewater System Operator II: $32.73 – $40.17
• Wastewater System Operator III: $39.15 – $48.05

ADDITIONAL PAY (ON ASSIGNMENT AND ELIGIBILITY)

Longevity Pay – 5% at 15 years, 7.5% at 20 years Bilingual Pay – $100 per month Medical‑in‑Lieu – $200 (employee), $350 (employee + 1), $500 (family) Incentives – up to 2.5%–10% On Call Pay – two hours per normal workday and four hours per holiday weekend Standby Pay – two hours for each standby shift of 8 hours or less

DEFINITION

Wastewater System Operator II – Under direct and general supervision, learns, operates, and maintains equipment, facilities, and related appurtenances in a secondary, activated sludge wastewater treatment plant and related sites; performs sampling and tests; assists with preventive maintenance and minor repairs; performs related work as required. Wastewater System Operator III – Under direction, leads, trains, oversees complex operation and maintenance tasks; sets priorities, directs staff work, provides technical assistance to the Plant Supervisor; performs related work as required.

SUPERVISION

Operator II – receives general supervision from the Plant Supervisor; no direct supervision over staff. Operator III – receives direction from the Plant Supervisor; provides technical and functional direction and training to lower‑level staff.

CLASS CHARACTERISTICS

Operator II – journey‑level, performs full range of duties independently, exercises judgment, requires occasional instruction. Operator III – advanced journey‑lead, performs most complex duties independently, provides training and lead work crews.

EXAMPLES OF TYPICAL JOB FUNCTIONS

Operator II Monitors plant operations, adjusts equipment for efficiency, changes chemical dosage, pumps, and monitoring. Inspects plant equipment, records readings, and adjusts settings. Operates and maintains collection lines, lift stations, pumps, and cleaning equipment. Performs preventive maintenance, makes minor repairs, and maintains documentation. Collects wastewater and sludge samples, performs basic chemical tests, and observes safety procedures. Assists with general public works maintenance when needed. Operator III Provides technical supervision to staff, ensures quality control of work. Plans, schedules, prioritizes, and assigns operations and maintenance work. Trains employees on safety, tools, equipment, and work procedures. Estimates costs, orders supplies, and monitors expenditures. Uses advanced troubleshooting for motors, controls, and electrical systems. Responds to emergencies, maintains logs, prepares reports, and operates a vehicle for multi‑site tasks.

KNOWLEDGE

Operator II Basic wastewater treatment operations, electrical motors, pumps, chemistry, record‑keeping, and customer service. Basic mechanical, electrical, and hydraulic principles; safety practices. Applicable laws, regulations, and professional standards. Operator III Advanced operational practices, supervisory principles, hazardous material sampling, and safety equipment use. Comprehensive knowledge of regulatory standards and institutional policies. Computer applications and modern office practices.

ABILITY

Operator II Operates, maintains, and repairs wastewater equipment. Recognizes and corrects operating conditions, performs routine maintenance, calculates arithmetic, operates tools and vehicles safely. Follows policies, organizes work, maintains records, and works both independently and in teams. Communicates effectively, applies policies and regulations, and shows initiative and judgment. Operator III Plans, schedules, and oversees staff activities and training. Inspects and ensures quality of work, estimates costs, and manages procurement. Performs advanced troubleshooting, maintains accurate records, and communicates clearly with staff and the public. Shows leadership, maintains relationships, and manages multiple projects efficiently.

EDUCATION AND EXPERIENCE

Operator II: High‑school graduation and two (2) years of experience operating and maintaining secondary wastewater treatment plant facilities and related systems, or one (1) year of experience equivalent to Operator I in Galt. Operator III: High‑school graduation and four (4) years of responsible experience in wastewater treatment plant operations.

LICENSES AND CERTIFICATIONS

Operator II – Required Valid Class C California driver’s license with satisfactory driving record. Collection System Maintenance Certification Grade I (CWEA). Wastewater Treatment Operator Certification Grade II. Operator II – Desired Class B driver’s license with airbrake/tanker endorsements. Environmental compliance, Laboratory Analyst, Mechanical Technologist, Traffic Control Technician certifications. Collection System Maintenance Certification Grade II+, Water Treatment Certification Grade I, Water Distribution System Operator Certification Grade I+, Wastewater Treatment Plant Operator Certification Grade III+, Drone Operator Certification. Operator III – Required Valid Class C California driver’s license with satisfactory driving record. Wastewater Treatment Plant Operator Grade IV Certification within probationary period. Collection System Maintenance Certification Grade I or above (CWEA) within specified time. One additional CWEA certification (Laboratory Analyst, Environmental Inspector, Electrical & Instrumentation, Mechanical Technologist) within probationary period. Operator III – Desired Class B driver’s license with airbrake/tanker endorsements. Wastewater Treatment Plant Operator Certification Grade V, Water Treatment Operator Certification Grade II+, Collection System Maintenance Certificate Grade II+, other CWEA certifications, Drone Operator Certificate.

PHYSICAL DEMANDS

Mobility in confined spaces; strength, stamina, and ability to lift, carry, push, and pull up to 75 pounds with proper equipment; frequent walking, climbing ladders, operating hand and power tools; vision and hearing for reading and communication.

ENVIRONMENTAL ELEMENTS

Partially indoor and outdoor work; exposure to noise, temperature extremes, vibration, chemicals, and hazardous materials; interaction with staff and public.

WORKING CONDITIONS
