Help

As a Management and Program Analyst, this position is responsible for new and established projects, programs and systems related to waterways management (WWM) and taking appropriate action in planning and executing work required to accomplish the objectives established by senior leadership. The Analyst uses originality in developing and establishing guidance for carrying out WWM functions and effects; manages the strategic priorities; and assists in action plan development, targeting improvements in both effectiveness and efficiency of priorities and objectives related to WWM.

• Planning and coordinating development, consolidation, review and approval of programs and budgets to support existing or new projects, programs and systems within the Coast Guard Office of Waterways and Ocean Policy (CG-WWM).
• Analyzing and resolving complex challenges affecting maritime commerce and the Maritime Transportation System. Formulating practical, time-sensitive recommendations for special tasks and oversee the development and adjustment of project concepts, work plans, and delivery schedules.
• Analyzing, designing, and implementing program processes and frameworks managed within the office. Providing oversight for designated programs and initiatives, ensuring compliance with supervisory guidance and organizational standards.
• Analyzing and monitoring program and resources are used to identify actual or potential problems, trends and deficiency situations or areas of imbalance related to Marine Transportation System, port, and ocean governance.
• Acting as the primary liaison for inter-agency initiatives to formulate mission-critical policies and objectives. Directing the evaluation frameworks used to assess the effectiveness of Coast Guard waterways management procedures.
• Authoring, revising, and adjudicating strategic Commandant Instructions (COMDTINST), policy letters and other official guidance/documentation governing waterways management.

Qualifications

To qualify at the GS-13 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal or private sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis.

• Developing plans, goals, objectives and milestones for evaluating the effectiveness of programs.
• Implementing studies for program effectiveness.
• Executing complex analysis and evaluations utilizing information from enterprise legacy systems and varied data formats. Reviewing and synthesizing regulatory frameworks to maintain program compliance with evolving maritime policy.
• Advising management and key stakeholders on program status and policy initiatives. Drafting and presenting actionable briefings and reports to facilitate executive-level decision-making.
• Applying comprehensive technical concepts of the Maritime Transportation System (MTS), including maritime commercial trade, port infrastructure, and international ocean-going regulatory requirements.
