Supervisory Contract Specialist.

Serve as a Branch Chief with responsibility for one or more major programs (military, civil) of the district with unlimited Contracting Officer warrant. Advises acquisition personnel, Contracting Officers, Contract Specialists, primary customers, and District office personnel in all phases of the acquisition process. Serves as a Team member on various District Project Delivery Teams working the development of business processes as well as participating on the Districts Project Delivery Management Team (PDMT). Provide comprehensive management oversight for all pre- and post-award procurement activities, including acquisition planning, SAM.gov synopses, bid openings, source selection panels, and price/cost evaluations. Direct subordinate personnel to ensure seamless project coordination with key internal divisions. Monitor and analyze contract progress to guarantee timely compliance with all requirements while delivering expert technical support across all business-related aspects of the contracts. Requirements Conditions of employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. A 1-year supervisory probationary period may be required if not previously met. Incumbent is required to successfully complete the Civilian Education System Course and the Supervisory Development Course within 12 months of being assigned to the position. Failure to do so may result in an adverse action. Temporary Duty Requirement (TDY) of at least 25%. In Addition To Meeting The Basic Requirement Above, To Qualify For This Position You Must Also Meet The Qualification Requirements Listed Below Specialized Experience One year of specialized experience related to Civil Works or Military that MUST include ALL of the following: Conducting pre and post award activities for Architecture, Engineering and Construction contracts to include actions such as acquisition planning, formal source selection, bid or proposal analysis, negotiating, and SCO/HCA peer reviews as a senior contracting officer ($100M and above). Reviewing and evaluating solicitations and contracts for compliance with acquisition laws, principles, regulations, statutes, Executive Orders, and procedures for pre and post award actions. Exercising supervisory authorities and responsibilities involving work assignment and review, the administrative and personnel management functions relative to the staff supervised, as well as recruiting and hiring new staff. Establishing guidelines and performance expectations for staff, which are communicated through the formal employee performance management system. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
