Financial Analyst, Senior (US Citizenship Required)

Job Summary Qualcomm’s QGOV Finance organization seeks a proposal pricing specialist with at least 5 years of professional proposal experience to support government and commercial pricing initiatives. Key Responsibilities Review RFPs and collaborate with cross‑functional proposal teams to develop pricing proposals. Develop cost and price estimates for complex engineering development efforts. Create Bill of Materials in partnership with supply chain. Provide financial support and advice to proposal team members. Produce cost and price volumes for proposal submittals. Present financial elements of proposals to various levels of management. Support post‑proposal activities, including fact finding, inquiries, and negotiations. Deliver project financial management support for USG contracts, including budget and forecast development, EAC tracking, scenario analysis, and risk identification. Assist with project‑based financial analysis and deliverables using financial systems and tools. Minimum Qualifications Bachelor’s degree. 3+ years of Finance, Accounting, or related work experience. Preferred Qualifications Working knowledge of FAR. Strong knowledge of business and estimating systems. Experience with government auditors. Understanding of direct, overhead, and sell rates. Strong communication and presentation skills. Experience with RFP interpretation and response. Experience with NDC proposals and agreements. Experience creating RFPs, conducting price reasonableness reviews, and analyzing subcontractor proposals. Success in dynamic team environments with multiple high‑priority deliverables. Proficiency in MS Project. Knowledge of the tech industry. Master’s degree in Accounting/Finance or CPA preferred. Experience with financial systems such as Oracle, HFM, TM1, Costpoint, SharePoint, Tableau, Excel, Word, and PowerPoint. Additional Requirements Applicants selected must be U.S. citizens eligible for a U.S. Government security clearance. Full‑time onsite work in San Diego, CA (5 days per week). Compensation Pay range: $88,000.00 – $132,000.00 per year. Additional benefits include discretionary bonus, RSU grants, and a comprehensive benefits package.
