HJF is seeking a Program Manager III to lead and oversees the Prolonged Field Care in Austere Environments program, supporting military medicine research and education initiatives at the Uniformed Services University. This role is responsible for managing complex research programs, budgets, compliance activities, staff, and stakeholder relationships while ensuring project milestones and strategic objectives are achieved. This position will be in support of the Uniformed Services University (USU) Department of Military and Emergency Medicine (MEM) in Bethesda, MD. As the academic department for the study, advancement and application of military medicine, MEM conducts military-unique education and training across four years of medical school, working with faculty and staff across departments to support learners’ medical curriculum. MEM faculty also conduct requirements-driven research, including integrative and application-based scholarship in military medicine education, leadership, disaster medicine, emergency medicine, and public health. This position will work closely with US Government partners in the execution of research related to clinical practice and survivability in prolonged casualty care (PCC) and civilian mass casualty scenarios, including data-driven clinical guidelines, standardized equipment inventories/protocols, decision‑making frameworks, and enhanced and new educational programs including augmented and virtual reality. Responsibilities Serve as the primary point of contact between program leadership, departmental divisions, and external stakeholders; facilitate coordination and synchronize program activities with stakeholders. Oversee day-to-day operations of the Prolonged Field Care in Austere Environments program, ensuring that programmatic milestones, deliverables, and timelines are met in alignment with the department’s strategic framework. Proactively plan, coordinate, and synchronize program events, workshops, or training cycles, ensuring optimal utilization of personnel, equipment, and facilities. Manage key program elements, including but not limited to goals and milestones, risks, available resources, budgets, standard operating procedures, quality control, and results. Identify project interdependencies, aligning resources and efforts where appropriate. Implement procedures and protocols to enhance efficiency and effectiveness of programs and projects. Facilitate the development, submission, and tracking of program budget, and oversee all expenditures. Work with the Office of Sponsored Programs (HJF and USU) on all compliance reporting needed. Submit and track all agreements in process and maintain all agreements throughout the award as applicable. Supervise all program staff, to include assigning and reviewing work, coaching, regular meetings, providing necessary training, and conducting annual performance evaluations. Take corrective action as needed. Supervisory Responsibilities Direct Supervisor: Direct authority to make decisions on the following: employee hiring, disciplinary action, starting salaries and merit increases; conduct employee performance evaluations and directs work activities. Qualifications Education and Experience Bachelor's degree required; Master’s degree preferred. Business Administration or Life Sciences field of study preferred. Health, business management, or administrative related field of study preferred. Minimum of 9-10 years experience required. Licenses and Certifications Project Management Professional (PMP) preferred. Required Knowledge, Skills And Abilities In-depth knowledge of federal budget processes and fundamental principles of project management. Solid Interpersonal skills, including the ability to clearly communicate verbally and in writing, build and maintain teams, and identify and resolve problems. Demonstrated ability to plan, schedule, and coordinate activities to meet deadlines. Working knowledge of a variety of software including but not limited to Microsoft Office, proposal/project tracking, and data analysis software. Prior experiences in the life sciences strongly preferred. Ability to obtain and maintain a T1 Public Trust background check. Physical Capabilities Lifting: Requires lifting materials up to 25 lbs. Work Environment This position will take place primarily in a office setting. Compensation The annual salary range for this position is $93,100-$120,000.
