Agency Overview The Division of Capital Asset Management and Maintenance (DCAMM), which oversees over $2 billion in capital programs and projects, is responsible for capital planning, project delivery, property management, and real estate services for the Commonwealth. DCAMM is a central agency in implementing several key policy priorities of the Healey-Driscoll Administration, including promoting decarbonization and climate resilience in all state facilities, identifying and facilitating opportunities to repurpose underutilized state property for housing production, and increasing the participation of underrepresented groups in public construction contracting and in the public construction workforce. General Statement of Duties and Responsibilities This Environmental Project Manager position is part of the Environmental Services Unit and will be responsible for day-to-day coordination and execution of complex environmental compliance, environmental assessment, remediation, corrective action and industrial hygiene projects. Incumbent responsible for the overall execution of each project assigned. The position will use his/her environmental subject matter expertise to manage environmental projects, including coordinating the efforts of the project team to ensure successful planning and execution, collaborating with internal and external clientele to develop project schedules and milestones, establishing project deliverables, commitments, and resolving deficiencies. The selected candidate will be responsible for generation of technical scopes of work and cost estimates, the generation, revision, and production of reports throughout the life cycle of each project, and for quality control review of technical report deliverables to both internal agency staff and public regulatory agencies. Proactive management and communication regarding project status and technical assessment outcomes is a primary responsibility of this position, with consultants/contractors, internal clients and DCAMM management. He/she will also represent the Environmental Services Unit with other DCAMM Business Units, other Commonwealth Agencies, the public, and interested stakeholders, as assigned. This position requires a motivated and capable person that can proactively manage and complete multiple tasks/projects with varying schedules. The position will report to 1 Ashburton Place in Boston, MA but includes both office and field responsibilities. This position is eligible for hybrid work. Responsibilities Serve as project manager and provide technical advice on complex environmental compliance and environmental engineering matters, including but not limited to environmental compliance matters for building and other real property, corrective and remedial actions, environmental applications, risk assessment, regulatory negotiations on permitting and enforcement matters, industrial hygiene and environmental contract negotiation matters. Prepare and/or review technical report deliverables with supporting documentation, such as calculations, site figures, tables, appendices, etc. Provide high-level technical management and quality control review of technical report deliverables within the agency and to be filed with public regulatory agencies. Play a major role in managing financial aspects of assigned projects or clients, including meeting budgets, analyzing cost control and expenses, and reviewing and approving invoices. Oversee and ensure that project milestones and deadlines are achieved. Ownership of full project life cycle, from procurement to project close-out and invoicing. Generate and/or provide peer review of technical scopes of work, specifications, cost estimates, and procurement documents. Coordinate with and oversee field staff, outside consultants, and subcontractors. As assigned, supervise and manage large-scale site investigation and remediation projects, including environmental compliance and industrial hygiene work. Proactively identify and interpret new state and federal statutes, regulations, and policies, as well as changes to such statutes, regulations, and policies, as applicable to DCAMM assets. As needed, develop proficiency and expertise in local by-laws and rules, as necessary and applicable to DCAMM assets. Upon review of technical reports, articulate the conclusions, including compliance issues and/or non‑compliance, both orally at meetings and in writing. Mentor, manage, and contribute to professional growth within the DCAMM team. Attend technical seminars and professional association meetings and actively contribute to the identification of new technical initiatives and opportunities. Required to visit sites and projects to oversee fieldwork and related reports, as assigned. Participate in public meetings and other public involvement activities, as assigned. Travel to state‑owned properties and projects will be required, sometimes on short notice. Other related duties as assigned. Preferred Qualifications Professional experience in environmental engineering, consulting, and/or environmental regulation. Professional experience in environmental compliance and engineering principles and practices, including working knowledge of one or more state and federal regulatory programs that may apply to DCAMM assets and/or projects, including but not limited to: Asbestos Regulations, 310 CMR 7.00 and 453 CMR 6.00. Hazardous Waste Regulations, 310 CMR 30.00. Solid Waste Facility Regulations 310 CMR 19.000. Underground Storage Tanks, 310 CMR 80.00. Air quality Regulations, 310 CMR 7.00. Stormwater management. Wetlands Requirements, Massachusetts Wetlands Protection Act. Massachusetts Contingency Plan, and the MassDEP Waste Site Cleanup program, MGL c. 21E and 310 CMR 40.0000. Professional experience in assessing, containing, and abating building hazards including asbestos, lead paint, polychlorinated biphenyl, and microbial, among others. Professional experience in developing and/or implementing environmental compliance and/or permitting programs for buildings, properties and/or regulated activities. Ability to understand and apply laws, regulations, and policies concerning the environment in connection with the protection of human health and the environment. Ability to manage projects individually, as well as work as part of a team. Strong organizational, planning, and project management skills. Ability to communicate technical issues to other staff and the public. Working knowledge of due diligence process, Environmental Site Assessments and applicable ASTM Standards. Proficiency in Microsoft Office Suite: MS Word, MS Excel, MS Outlook, and other software. Excellent written and oral communication skills. Possession of a valid and current Massachusetts Driver’s License or its equivalent. First consideration will be given to those applicants that apply within the first 14 days. Minimum Entrance Requirements Applicants must have at least (A) six years of full‑time, or equivalent part‑time, technical or professional experience in the field of environmental engineering, civil engineering, sanitary engineering, mechanical engineering, chemical engineering or public health engineering and (B) of which at least four years must have been in a professional capacity and (C) of which at least two years must have been in a supervisory, managerial or administrative capacity, or (D) any equivalent combination of the required experience and the substitutions below. Substitutions I. An Associate’s degree with a major in civil engineering or civil engineering technology may be substituted for a maximum of one year of the required (A) experience. II. A Bachelor’s degree with a major in environmental engineering, civil engineering, civil engineering technology, sanitary engineering, mechanical engineering, chemical engineering or public health engineering may be substituted for a maximum of two years of the required (A) experience. III. A Graduate degree with a major in environmental engineering, civil engineering, sanitary engineering, mechanical engineering, chemical engineering or public health engineering may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience. *Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitutions will be permitted for the required (C) experience.
