Strategic Operations Analyst

The Strategic Operations Analyst will be responsible for strategy and planning to align laboratory operations with the Materials and Fuels Complex (MFC) mission and goals. You will identify and prioritize improvement opportunities and create plans for implementation. You will develop complex forecasting models, budgets, resource allocation and plans for projects. You will utilize comprehensive knowledge of laboratory's internal operations to develop forward-looking focus for business.
This position is located at our Materials and Fuels Complex, which hosts the core of the U.S. nuclear research and development capabilities with a diverse array of facilities designed for remote work on highly irradiated fuels and materials. A new fuel idea can be designed, fabricated, tested, and analyzed at MFC to better understand the effects of irradiation. Many groups, such as universities, industry partners, other national laboratories, international research organizations, and other federal agencies are working at MFC.
Responsibilities:
- Apply business and project coordination principles for the development, implementation, and monitoring of scope, schedule, budget and costs supporting the Idaho Facility Management (IFM) program for MFC and focus the division on the sustainment and growth of IFM.
- Provide recommendations for division director budgets and spend plans and provide management oversight on the direct execution of project funds allocations, change control, and performance monitoring and reporting.
- Apply company policies and procedures to determine appropriate action required to resolve a variety of issues associated with all IFM BCPs and FCNs, DOE Financial Plan (FIN Plan) adjustments and allocations, change control, and performance monitoring and reporting. Support day-to-day activities related to assigned IFM facility-related projects.
- As the principal author of the MFC 5-Year Investment Strategy, collaborate closely with division leadership and engage directly with program staff to integrate program guidance, ensuring timely updates, publication, and printing within 30 days following funding appropriation. Additionally, provide leadership for other technical tasks relevant to your area of expertise.

Lead and provide strategic recommendations on financial year-end funding sweeps, contracts, staff augmentation, and input to all quarterly or trimester NE/ID financial updates provided to key stakeholders.
Partner with MFC Project Division Director to assist in planning for, acquiring funding and monitoring execution of various projects related to nuclear facility upgrades.
Responsible for development and implementation of funding strategies that align with programmatic performance goals and support the executing organization's ability to attain strategic objectives.
- Lead and coordinate the collection and presentation of Performance Evaluation and Measured Performance (PEMP), MFC 5-Year Investment Strategy, and other ad hoc data for Senior Leadership and other government entities.
- Integrate a broad understanding of Nuclear Science & Technology (NS&T) and MFC business and mission priorities and principles to influence and achieve required outcomes as they relate to IFM or other funding strategies.
- Conduct analysis and coordinate implementation of business systems and process improvements to ensure consistency, efficiency, and compliance across directorate.

Minimum Requirements:
- Level 4: Bachelor's and 9 years of experience. Master's and 6 years of experience. PhD and 4 years of experience.
- Must have experience managing Idaho Facility Management Budget.
- Must have experience interfacing with DOE HQ and other key stakeholders.
- Must have experience with resource planning.
- This position requires the ability to obtain and maintain a Department of Energy "L" clearance, which requires US Citizenship.
Preferred:
- Hold current PMP certificate.
Job Information:
- The pay range for this position is: Level 4 ($95,256 - $195,288). At Idaho National Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials.
- TDP: This is a testing designated position; you will be required to submit to a pre-employment drug screen and periodic drug testing throughout the term of your employment.
Physical Requirements:
While performing the duties of this classification, the employee is frequently required to stand, walk, sit, stoop, kneel, bend, and work in an office environment. The job requires hand/finger dexterity to keyboard or type, handle materials, manipulate tools, and reach with hands and arms. The job requires the operation of office equipment. The employee must occasionally lift and/or move up to 35 pounds. Sufficient visual acuity and hearing capacity to perform the essential functions and interact with people is required.
