Prevention Manager (Program Manager II) Position located in Montgomery County, Maryland. About the Department The Department of Health and Human Services (HHS) is responsible for delivering public health and human services to the county’s most vulnerable children, adults, and seniors. The department runs more than 120 programs at over 20 locations and employs more than 2,000 staff. Salary Range $83,556 to $127,103, depending on qualifications and experience. What You’ll Be Doing Facilitate community outreach and engagement activities to raise awareness about substance use issues. Build and maintain partnerships with schools, law enforcement, healthcare providers, youth and community coalitions; act as a liaison and technical expert on substance use prevention. Educate on evidence‑based policies and initiatives that support substance use prevention and promote public health. Assess community needs to identify substance abuse problems and trends; develop evidence‑based prevention strategies and programs, including logic models and action plans. Oversee the execution of prevention programs, coordinating with schools, community organizations, and government agencies to deliver educational materials and training sessions. Monitor and evaluate program effectiveness. Analyze data to measure outcomes, assess program impact, and adjust to improve results. Support development of grant proposals; manage funding, budgets, administrative reporting, and grant compliance. Maintain accurate records and prepare periodic reports on program activities, progress, and financial expenditures. Perform other related duties as assigned. Work hours may include occasional evenings and weekends, and you may be required to work offsite locations such as state‑mandated trainings or meetings. This is a hybrid environment requiring a minimum of three (3) office days per week. A background investigation will be conducted before appointment. Minimum Qualifications Five (5) years of professional experience in substance use prevention or a related field; supervisory experience desirable. Bachelor’s degree in Public Health, Social Work, Psychology, or a related field from an accredited institution. Equivalent combination of education and experience may substitute for the degree. Valid Class “C” driver’s license (if required by the assignment). Preferred Criteria Certified Prevention Specialist or comparable certification. Familiarity with the Strategic Prevention Framework. Experience overseeing or managing daily operations of prevention or similar health services. Community outreach experience. Experience in monitoring and evaluating prevention programs. Experience leading, managing, or supervising a staff of three (3) or more, including performance evaluation. Interview Criteria Experience in alcohol and substance use disorder prevention with community engagement and collaboration. Ability to lead, mentor, motivate, and appraise staff. Experience developing, implementing, and evaluating prevention programs with outcome‑based, data‑driven approaches.
