Children, Youth, and Family Services (CYF), Deputy Chief (Manager II, Grade M2) Salary: $113,715.00 - $200,829.00 Annually Location: 1401 Rockville Pike, Rockville, MD 20852, USA Job Type: Permanent Job Number: 2026-00195 Department: Department of Health and Human Services Division: HHS 60 Children Youth and Family Services Division FLSA: Exempt What You’ll Be Doing This position will serve as the Deputy Chief for the Children, Youth, and Family Services (80%) service area and provide support to the Social Services Officer (20%). Provide ongoing support to the CYF Chief and the Social Services Officer. Oversee the CYF Special Projects, Community Action Agency, and Lighthouse programs. Monitor and oversee program performance and outcomes to identify factors impacting the community and lead strategic planning efforts across CYF and social services, setting and executing short- and long-term service area goals. Cultivate collaborative relationships and engagement with community partners, including State and County agencies, Boards and Commissions, Community‑Based Organizations, and internal HHS programs. Supervise 3 MLS Manager III positions. Minimum Qualifications Seven (7) years of progressively responsible professional experience with Children, Youth, and Families Services or a Health and Human Services‑related field, three (3) of which must be in a supervisory or executive capacity. Graduation from an accredited college or university with a bachelor’s degree. Equivalent combination of education and experience may be substituted. Possession of a valid Class "C" (or equivalent) driver’s license when required for job‑related duties. Preferred Criteria, Interview Preferences 5+ years of experience in budget management and program oversight. Experience analyzing Children, Youth, and Families Services community needs and making recommendations on policy development and decisions pertaining to customer service needs. Experience communicating complex information to large groups of internal and external partners (e.g., County, State, Regional, Federal agencies; Boards and Commissions; Community‑Based Organizations). Experience leading large organizations, programs, multi‑service areas, or major process‑improvement initiatives. Experience cultivating collaborative partnerships with State/County agencies, Community Action Agencies, Boards and Commissions, or community‑based organizations. Experience conducting or leading strategic planning efforts, including monitoring program performance, community outcomes, or agency‑wide initiatives.
