Bay Area Regional Office Manager

Job Description and Duties

The Regional Manager for the CA State Council on Developmental Disabilities' Bay Area region is responsible for leading and overseeing Regional Office operations and community-based projects, which include, but are not limited to: 1) planning, engaging in, and fully documenting collaborative partnerships and activities designed to improve support and services for people with intellectual/developmental (IDD) and/or cross-disabilities and their families, in accordance with state and federal mandates; 2) planning and engaging in systemic advocacy, capacity-building, and systemic change activities in the development and implementation of the Council’s 5-year strategic State Plan; 3) planning and managing SCDD’s federal and/or state-funded (reimbursable interagency agreement) program activities; 4) participating in interagency, regional-level, and state-level work; to include leadership of Regional Advisory Committee (RAC); 5) developing and executing engaging curriculum and training materials targeting multiple learning modalities to meet the needs of individuals with IDD, families, professionals, and other stakeholders, and, 6) supervising and managing personnel, administrative functions, and fiscal management functions.

This position will provide supervision, guidance, and work for the regional activities of the Quality Assessment (QA) Project.

This office serves the five-county catchment area: San Francisco, Marin, San Mateo, Alameda, and Contra Costa counties.

Working Conditions

This position is eligible for hybrid telework under California Government Code Section 14200 for eligible applicants residing in California. All telework schedules are subject to change and may be reevaluated at any time. Specific telework arrangements may be discussed in more detail with the respective hiring manager.

This position requires frequent travel in-region, and occasional travel out of region using a personal vehicle for official state business; mileage reimbursement will be provided in accordance with state regulations. Must possess and maintain a valid California driver’s license and carry adequate vehicle insurance as required by state policy. This position requires some work during evenings and/or weekends.

Personal Leave Program: Effective July 1, 2025, state employees are subject to temporary salary reductions ranging from 2% to 4.62% in exchange for Personal Leave Program (PLP) hours. • Knowledge of and experience working with individuals with intellectual and developmental disabilities, their families, and the statewide service systems which support them.
• Service oriented, experience in multi-disciplinary environments, and in developing cooperative working relationships with internal and external stakeholders.
• Conflict resolution skills and the ability to interact effectively with diverse groups of individuals, at all levels and across organizations and sectors.
• Knowledge and experience working within social / human service systems to uphold rights and to obtain financial benefits, housing, healthcare, and other benefits available to underserved populations.
• Experience in managing competing priorities and meeting tight deadlines, with attention to detail, accuracy, efficiency, and presentation quality.
• Demonstrated success in developing policies and/or practices for systemic change.
• Demonstrated success in implementing innovative solutions to drive operational efficiency, support strategic goals, objectives, and foster a culture of continuous improvement.
• Experience in personnel management, coaching, mentorship, and supervision.
• Knowledge of the socioeconomic and sociocultural dynamics and service systems of the community in the assigned region.
• Knowledge of various Microsoft platforms, Zoom, Qualtrics, or other data collection platforms.

Statement of Qualifications

Describe your process when creating a training series that will both inform and engage the audience and provide them with new perspectives, policy, or promising practices on a topic such as inclusion, employment, housing, or other topic relevant to people with intellectual and/or developmental disabilities (IDD).
3. Describe your experience in developing policies and practices that have impacted people with disabilities.
4. Describe your understanding of federal and state laws designed to protect the rights and ensure community access and inclusion for people with disabilities.
5. Detail your understanding of the scope and interplay of California state agencies and regional service entities supporting people with IDD.
6. Describe your experience leading teams through complex, high-impact projects from initiation through completion. How did you ensure cross-functional collaboration, timely execution, and measurable outcomes?
