Job Description GENERAL PURPOSE The Human Resources Generalist position is responsible for providing comprehensive support to ensure adherence to County policies and Collective Bargaining Agreements across divisions at Gracedale Nursing Home. This position will track attendance issues and coordinate the interpretation and application of County policies and Collective Bargaining Agreements. SUPERVISION RECEIVED This position reports directly to the Deputy Director of Human Services. SUPERVISION EXERCISED This position is not responsible for the supervision of other employees. ESSENTIAL DUTIES OF THE POSITION Maintains system to track employee attendance and disciplinary actions. This may include employees appearing to work without badges, no call/no show occurrences, sick call outs, and mandating employees that result from excessive call offs. Reviews shift reports to identify personnel actions for tracking and follow up. Provides information to the Deputy Director of Human Services, managers, and staff on a variety of issues related to employee attendance and discipline as it relates to Union contracts, County policies, and work rules. Provides overall support to Gracedale Human Resources Department. Cross trains with other staff to learn relevant systems and processes, and possesses ability to serve as back up for other team members. May assist the Deputy Director of Human Services with low-level disciplines including obtaining Union representatives, reviewing employee schedules, and delivering attendance and late disciplines. *An employee assigned to this title shall perform a majority, but may not perform all, of the duties listed in this job description. Conversely, minor level duties performed on the job may not be listed. The duties listed above are intended only as illustrations of the various types of work that may be performed. EDUCATION & EXPERIENCE - Graduation from an accredited college or university with an Associate's degree; AND At least three (3) years of full-time advanced clerical work involving the use of Excel and a familiarity with Kronos, UKG, or other attendance tracking software; OR At least three (3) years of full-time work experience in Human Resources with a focus on attendance tracking and delivering disciplines. All employees of Gracedale Nursing Home will be required to attend Feeding Program training. KNOWLEDGE, SKILLS, AND ABILITIES Ability to understand Excel and maintain multiple spreadsheets. Knowledge of goals, objectives, principles, and practices of public human resources management. Strong computer skills with proficiency in Microsoft Office. Familiarity with Kronos (or other attendance tracking programs) and scheduling software. Thorough knowledge of proper records management, retention of records, and cataloguing of files. Ability to handle stressful situations. Ability to maintain confidential and sensitive information. Strong organizational and problem-solving skills. Ability to establish credibility and be decisive. Ability to learn State and Federal labor laws and regulations, as well as the ability to learn specific rules and regulations governing human resources administration in the County. Ability to establish and maintain effective working relationships with employees, supervisors, and other staff. Ability to read, write, speak, understand, and communicate in English to perform the duties of this position. TOOLS AND EQUIPMENT Telephone, personal computer (including word processing and spreadsheet software), calculator, writing implements, fax machine, copy machine, and paper shredder. I. Medical Insurance Coverage begins for the employee the first of the month following full-time employment for employees and their eligible dependents. Cost to the employee to participate in the plans varies by the coverage selection and number of dependents; and may be subject to collective bargaining, if a union member. The employee may also elect to opt out of the County's medical insurance if proof of coverage through the spouse's employer is provided. Under this arrangement, the employee is provided with an annual $1,500.00 opt out payment.
II. Vision and Prescription Coverage begins for the employee the first of the month following full-time employment for employees and their eligible dependents. Copayments may vary, subject to collective bargaining, if a union member. Coverage under the vision plan varies and depends upon the employee's choice of doctor and frame selection.
III. Dental Coverage Coverage begins for the employee the first of the month following full-time employment for employees and their eligible dependents. Copayments may vary, subject to collective bargaining, if a union member.
IV. Life Insurance A life insurance policy is afforded to full-time employees beginning on the first day of employment, unless specified differently in a collective bargaining agreement. It remains in effect as long as the employee is actively employed and terminates upon resignation or retirement. $20,000 is afforded to all eligible employees.
V. Retirement All full-time employees and part-time employees working more than 1000 hours per year qualify for County of Northampton retirement benefits, in which employees must contribute 5% of their earnings, and employees may choose to add additional voluntary contributions, not to exceed an additional 10%. Additionally, employees may participate in an optional deferred compensation plan (457(b)) which may provide present tax advantages and future retirement savings. Such arrangements are made directly with the providers and the County will administer payroll deductions only.
