Requirements And Preferences The Broward County Board of County Commissioners is seeking qualified candidates for the Accountant Senior (HOSS-D) position with the Human Services Department - Housing Options, Solutions, and Supports Division. The Housing Options, Solutions, and Supports Division is seeking a highly skilled and detail-oriented Senior Accountant to drive the financial integrity of our housing programs. In this fast-paced role, you’ll manage complex reconciliations, review and approve high-volume fiscal transactions, oversee multimillion-dollar HUD drawdowns, and prepare critical federal, state, and County reports. You’ll analyze financial data to support contract negotiations and funding reallocations, lead provider invoice review, develop grant budget forecasts, support major audits, and create polished financial materials for Board action. This position also plays a key role in developing fiscal policies, preparing annual reports, training staff in PeopleSoft, and ensuring full compliance across all grants and financial systems. General Description Advanced professional accounting work in the maintenance and review of fiscal records; may supervise staff. Works independently, under limited supervision, reporting major activities through periodic meetings. Minimum Education and Experience Requirements Requires a Bachelor's degree from an accredited college or university in accounting or finance; or a Bachelor's degree and coursework that qualifies for the CPA Examination. Requires two (2) years of professional level accounting, finance or closely related experience; including six (6) months of lead/supervisory experience depending on area of assignment. Special Certifications and Licenses Valid Florida Driver's License Preferences Master's Degree from an accredited college or university in accounting or finance Doctoral Degree from an accredited college or university in accounting or finance Certified Public Accountant (CPA) Certified Grants Management Specialist (CGMS) Advanced Excel Skills (Pivot Tables, Complex Formulas, Managing Multiple Spreadsheets) 1+ years of PeopleSoft Financial Application 1+ years of experience with U.S. Department of Housing and Urban Development (HUD) electronic Line of Credit Control System (eLOCCS) 1+ years of experience in homeless planning, design, and evaluation of homeless related human service programs 1+ years of experience in Federal or State Grant Management and Reporting SCOPE OF WORK Duties And Responsibilities Processes/records financial transactions including reviewing/approving various accounting documents such as journal vouchers and cash receipts. Reconciles and monitors revenues and expenses of various funds, prepares a variance analysis and prepares schedules for external auditors. Prepares monthly, quarterly or annual reports required by County Administrative Policies and Procedures and/or external parties. Reviews and approves payroll and vendor invoices for the Division. Prepares sales and fuel returns on a monthly basis. Assists in the preparation of Comprehensive Annual Financial Report and State of Florida Annual Financial Report. Maintains customer table, including setting up new customers and/or updating existing customer information for all County agencies. May assign, review, and approve the work of staff. Prepare quarterly and annual Federal Financial Reports and manage PMS/eLOCCS drawdowns. Review and approve thousands of provider invoices, cash receipts, contracts, and multimillion dollar drawdown requests annually. Reconcile expenditures and revenues for multiple HUD contracts and complete required financial reports and risk assessments. Analyze financial data to support contract negotiations, amendments, and funding reallocations. Create invoices, process cash receipts, and maintain reconciliation spreadsheets in PeopleSoft. Audit provider financial compliance and document findings and recommendations. Prepare payroll reports to allocate staff salaries and benefits across grants. Develop monthly and quarterly grant budget forecasts for division management. Support state and federal audits by gathering financial documentation and preparing summary reports. Develop administrative and financial policies and create detailed grant proposals in PeopleSoft. Prepare Board agenda budget materials, including budget journals and resolutions. Serve as financial rater for RFPs and review, score, and validate provider proposals and budgets. Assist with annual HUD award applications, including project ranking and performance review. Train fiscal staff in PeopleSoft modules and provide ongoing on the job support across grants and financial systems. Performs related work as assigned.
