Individual will oversee private development activities within the Engineering Department and serves as the primary point of contact for coordinating efforts among developers, private consultants, engineering staff, and other city departments. Manages development projects from entitlement through infrastructure dedication, ensuring compliance with applicable standards, regulations, and project requirements. Provides leadership and supervision to assigned staff, which may include land development inspectors and plans examiners, and facilitates collaboration among departments involved in the development process. Work is performed under the direction of the Assistant City Engineer with leeway granted for the exercise of independent judgment and initiative in resolving project-related issues, recommending solutions, and advancing projects through all phases of development. May represent the department at public meetings, hearings, and commission proceedings. The principal duties of this class are performed in a general office environment with some duties performed in an outdoor environment. Responsibilities Oversee private development projects from entitlement through plan review, construction, final plat approval, and infrastructure dedication, providing employee supervision and coordinating activities among City departments, external agencies, developers, consultants, and contractors. Serve as the primary Engineering Department contact for developers and consultants throughout the development process, coordinating with the City Engineer to evaluate infrastructure capacity and ensure compliance with City standards and requirements. Review land use applications, plats, surveys, engineering documents, and related development submittals for compliance with applicable codes, standards, and regulations. Prepare and review staff reports, recommendations, and supporting documentation related to development projects and their impacts on public infrastructure. Represent the Engineering Department at Community Roundtable meetings, Design Review hearings, Hearing Examiner proceedings, City Council meetings, and other public meetings as required. Perform or assign plan reviews for subdivision, commercial, and residential development projects, building permits, and construction documents to ensure compliance with City standards, codes, and infrastructure requirements. Administer development review processes, including fee assessments, permit approvals, project tracking, and coordination with applicable regulatory agencies. Manage subdivision and development project workflows, checklists, permit allocations, and related records to ensure timely project progression and compliance. Oversee construction activities associated with private development projects, including inspection scheduling, construction document compliance, infrastructure acceptance, bond administration, and final project closeout. Monitor inspection workloads, assign projects, and provide technical assistance and field support for complex construction issues, including evaluating and approving appropriate deviations from Public Works standards when warranted. Resolve complex conflicts and technical issues involving contractors, developers, engineers, City staff, and other stakeholders to facilitate project completion while maintaining compliance with City requirements. Review final dedication documents, City Council agenda materials, bonding requirements, and related records associated with final plat approval and infrastructure acceptance. Manage staff workloads, project assignments, and resource allocation to ensure efficient project delivery. Train, supervise, mentor, and evaluate assigned employees, including goal setting, performance management, and compensation recommendations. Monitor staff workloads, establish priorities, and allocate resources to ensure efficient and effective service delivery and project completion. Performs other duties as assigned. Minimum Qualifications Ten (10) years experience working in the construction and development services field. Five (5) years experience working in engineering and construction related to public works. Experience in public works engineering and construction. Any equivalent combination of experience and training which provides the knowledge, skills, and abilities necessary to perform the work. Required Special Qualifications Possession of a current and valid driver’s license. Successful completion of a pre-employment background check and drug screening including prescription medications.
