Licensed Clinical Social Worker

Duties Description The Office for People With Developmental Disabilities (OPWDD) provides high-quality, person-centered services, supports and advocacy to approximately 136,000 individuals with developmental disabilities in New York State. OPWDD operates 6 Developmental Disabilities State Operations Offices (DDSOO) throughout the state with each DDSOO being responsible for the direct provision of state-operated services within predefined geographic locations. The Division of State Operations is responsible for overseeing the six Developmental Disabilities State Operations Offices (DDSOOs) delivering direct supports and services to over 6,000 recipients in OPWDD operated Supervised and Supportive Individualized Residential Alternatives, Intermediate Care Facilities, and Secure Care Campus Programs. More than 12,000 individuals are served in Day Habilitation Programs, Family Care, Article 16 Clinics, Supportive Employment, Pathways to Employment, Free Standing and In Home Respite, as well as Community Habilitation Services. The Licensed Clinical Social Worker (LCSW) will function within the Placement Coordination Unit (PCU). Specific duties include:


- Supervise Regional liaisons assigned to Regions 2 and 6, and provide full unit (6 LMSW and 2 POS2) supervision coverage as needed.

- Train and support staff in collecting and reporting data related to local placement, including reporting on capacity for residential and day services.


- Cover all regional liaison tasks in absence of regularly assigned liaison, including monitoring capacity, completing/updating all assigned trackers, attending/facilitating meetings with local DDSO teams, interfacing with the local CRO team(s), and supporting local DDSO staff with general placement tasks as requested.

- Independent clinical evaluation of newly referred individuals to State Operated Day and Vocational Habilitation Waiver Programs statewide. Participate in complex assessments and or review clinical documentation as part of a secondary review to confirm both diagnostic and behavioral needs of people with I/DD and complete an assessment of individual's needs, strengths and limitations.

- Based on clinical review, LCSW will consult with day or employment program team to design or modify existing assessment-based programming to meet the individual's psychiatric and/or behavioral health needs.

- Serve as a member of multidisciplinary teams, present clinical information and observations, provide consultation and assistance to staff in other disciplines (Habilitation Specialists, Rehabilitation Counselors, etc.)

- Develop and oversee standardized curriculum provided in Day and Vocational Habilitation programs to ensure individuals with psychiatric and/or behavioral health needs are provided with individualized programming, in the least restrictive environment possible. Identify processes to ensure treatment services provided to individuals that include life skills, vocational and career training, and community integration that assists individuals in achieving maximum participation in work and social activities.

- Review annual surveys completed with the individuals where psychiatric and/or behavior health needs present a barrier to moving into less restrictive, more meaningful programming. Consult with current service team to update or change program modifications.

- Lead statewide Community of Practice meetings for State Operated providers of Day and Vocational Habilitation services. Facilitate the culture of providing meaningful services to individuals who have traditionally participated in more restricted services due to psychiatric and/or behavioral health challenges.

- Work closely with local Day and Vocational Habilitation teams to determine the most appropriate resources to support each individual, including linkage with appropriate Article 16 clinical services if needed.

- Maintain a good working knowledge of the layouts, populations, and capacities of DDSOO Day and Vocational Habilitation sites as well as which homes have specialized supports.

- Utilize available data systems including TABS, EHR, SharePoint, Teams, and Choices to access clinical documentation and review progress within programs

Minimum Qualifications Open Competitive: possession of a license and current registration as a licensed clinical social worker in New York State.

Transfer:
Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Additional Comments This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.

At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status. Once you are in permanent status, your official probationary period will begin and you may take any promotion exams for which you are qualified.
